Incidents of Discrimination in MDMS • Two incidents of discrimination, one each in Kinnaur and Sirmour district, were reported. • Preliminary inquiry revealed that the discrimination is not on the part of the cook-cum-helper/ teachers/SMC etc. The segregation of students is mainly due to religious beliefs. Department has ordered the detailed inquiry and action will be taken against defaulters accordingly. However, the instructions have also been issued to all field offices not to discriminate the students on the basis of caste/ creed /gender/ religion.

Findings of Monitoring Institute (HP Univ.) for the period 1st April – 30th Sept. 2012 Districts Covered : Kangra and Mandi • 100% of the schools visited were serving hot cooked meal daily • 95% of the schools in Kangra and 92.5% schools in Mandi were receiving the food grains regularly and quality of food grains are good. • Quantity of food grains was as per marked /indicated weight in most of the schools. • 87.5% schools in Kangra had buffer stock of one month’s food grain. • 35% schools in Kangra received cooking cost in time.

  31. Continued….. • 77.50% schools were receiving cooking cost through e-transfer and the remaining by cash in Kangra district. But in Mandi 22.5% schools received cooking cost by cheque and the remaining by Cash. • All the visited schools serve rice, different dals, curry, vegetables mixed with rice (Pulao) on different days. • Kitchen-cum-stores were constructed in 97.5% of the schools in Kangra. • Safety, hygiene and cleanliness in 72.5% schools in Kangra was observed. It was average (22.5%) and poor (5%) schools. • Teachers in Mandi district were encouraged hand wash before meals in 97.5% of the visited schools.

Areas of Concern Contd.. • Mandi District • Food grain is not delivered at school level in 55% schools. • 65% schools did not receive cooking cost in time • Health Cards were maintained in 30% schools only • 2-3 months delay was observed in the payment of honorarium to cook-cum-helpers. • In case of non-availability of pucca kitchen-cum-store, the MDM is prepare in one of the class room. • KangraDistrict • 3% of the children do not take MDM because they bring their tiffin from home.

ISSUES 2 to 3 months Delay in release of fund from State to Directorate/ District Authority and schools. 2-3 months delay was observed in the payment of honorarium to cook-cum-helpers (as reported by MI). Less Utilization of Transportation Assistance and MME funds. Only one SSMC Meeting was held till December 2012 against three quarterly meetings. Food grain is not delivered at school level in 55% schools in Mandi District and 62.50 % in Kangra District (as reported by MI). Persistently decreasing Enrolment
