Six-Party Talks • Aug 2003 • Goal: End NK’s nuclear program through negotiating process • Sept 2005 Agreement • End nuclear quest, rejoin NPT, allow IAEA • 2007 • Denuclearization Plan • 2006 & 2009 • NK tests (missiles & nukes) cause sanctions & breakdown in talks. • NK • One-on-one talks, nonaggression pledge US • Unrestricted aid • US • IAEA inspections, end to nuclear program • Harsh internatl sanctions

Six-Party Talks • SK • Denuclearization & reunification of peninsula • Wary harsh sanctions & refugees • China • Chief trade partner & ally • Diplomatic alternatives to sanctions or military action • Russia • Avoid escalating conflict • Sanctions not target ppl, remove upon compliance • Japan • Strong sanctions to discourage program

Activity – Policy Options • With your group of 5 • Evaluate each of the following 4 policy options • Complete “Focusing Your Thoughts” wksht individually • Discuss amongst your group which of the options you think the US should pursue • Create “Your Option Five” wksht either individually or as a group (if you can agree)

Activity - Policy Options • Launch Preemptive Military Strike • Eliminate nuclear capability, destroy arsenal & tech, show world proliferation is unacceptable • Convince NK to Return to Talks • Contain threat, eliminate WMD, protect US interests in region & deter aggression • Engage NK in Bilateral Negotiations • End nuclear & missile program dvpt, repair relations & bring NK into internatl community (remove motivation to have nukes) • Withdraw from the Korean Peninsula • Eliminate pattern of manipulation & threats, lower US profile in region
