Technologies and Networks Development- TND(Mandate of the Division) The development of digital technologies and  the convergence of broadcasting, telecommunications and informatics offer sizeable opportunities for the implementation of appropriate new technologies by developing countries. WSIS:Action Line C2 "Information and communication infrastructure" Doha 2006:Programme 2 : Information and communication infrastructure and technologies development • Assist Member States and ITU‑D Sector Members to maximize the utilization of appropriate new technologies in the development of their information and communication infrastructure • Assists developing countries to plan, build, operate, upgrade, manage and maintain technologies applicable in their networks and services. This includes the development of the Telecommunications and Information infrastructure and applications. • Applied research and the transfer of technological know-how for expediting the access to new technologies on a non-discriminatory basis for developing countries and countries with economies in transition.

PROGRAMME 2: Information and communication infrastructure and technologies development Priority are given to the following technology-related domains: • 1.1 Spectrum management and radio monitoring • 1.2 Broadcasting • 1.3 Network planning • 1.4 Mobile terrestrial communications • 1.5 Innovative services/applications networks Tasks: • Creation of tools • Creation of training material • Assistance to members • Information sharing The Programme is carried out by various means, including symposia, workshops, conferences, seminars and expert advice.

Activities: Technologies and Networks Development - TND Main Activities: Creation of Network Planning Tools: • Manual on Telecom Network Planning for evolving network architectures. • intended for use by network planning experts to develop strategies for the evolution and transition of current network architectures to next generation networks – NGN. Spectrum Management and Radio Monitoring • development of a new software for Spectrum Management System for Developing Countries (SMS4DC)in accordance with technical specifications prepared by ITU-R and ITU-D joint group dealing with WTDC-02 Resolution 9 • SMS4DC is a multi-functional and multi-lingual computer program that covers the following three main functions: • 1.  Administrative Function • 2.  Engineering Analysis Function, including propagation models based on the latest ITU-R recommendations available at the time of development, calculation of coverage area, field strength, field strength contour, microwave link calculations, and many other engineering analysis functions. • 3. Geographic Map Display Function Guidelines on the smooth transition of existing mobile networks to IMT-2000 for developing countries. ITU Handbook on deployment of IMT-2000 systems Guidelines for Network Planning Tools (GNPT) for Developing Countries and Countries with economies in transition presents and analyses the main characteristic and features to be taken into consideration in choosing and selecting planning tools.

Activities: Technologies and Networks Development –TND (cont.) • Training:Technology-oriented training material developed and presented in all regions • Assistance to members:Provided on network engineering and dimensioning (Wireline, Wireless, Mobile) digital conversion in the broadcasting domain and spectrum management • Partnerships:Forged with United Nation agencies and other stakeholders

PROGRAMME 2: Information and communication infrastructure and technologies development 1.1 Spectrum management and radio monitoring The frequency spectrum is recognized as a "scarce resource" • efforts to strengthen administrations' national regulatory bodies in the fields of frequency planning and assignment, spectrum management and radio monitoring. • SMS4DC developed under Programme 2 assisting developing countries to better plan and manage the use of their radio spectrum and establishing their national frequency management system

Spectrum management and broadcasting activities • Developing principles and techniques for effective spectrum management • Advising on practical questions from developing countries on spectrum management and broadcasting; • Providing an opportunity for expert and high-level consultation for senior personnel from developing countries • Providing information on various aspects of sound and television broadcasting systems/networks and of spectrum management systems (planning, engineering, operations, management and economics and financial viability). • Evaluating existing systems and participate in the evaluation of tenders for equipment • Participating in seminars and courses organized at ITU Headquarters or elsewhere on specialized aspects of broadcasting and spectrum management subjects

PROGRAMME 2: Information and communication infrastructure and technologies development 1.2 Broadcasting Digitization is completely transforming the sound and television broadcasting sector. • impart information to broadcasters and service providers to all aspects of digital conversion • provide advise in the area of implementation of digital technology and development of relevant human resources

Digital Broadcasting Transition Roadmap Project in Africa • Outputs of the 1st phase of the project (January – July 2008) - Survey on the digital broadcasting transition situation including the African governments’ requirements for assistance from ITU - Development of the project document of the 2nd phase of the project • Expected outputs of the 2nd phase of the project (November 2008 - October 2009) - Development of the guidelines on transition to DTTV and introduction of MTV - Customization of guidelines and deployment of pilot systems to selected countries

PROGRAMME 2: Information and communication infrastructure and technologies development 1.3 Network planning Telecommunication network architectures are changing to accommodate the requirements of a growing number of ICT services/applications (broadband, IP, mobile, multimedia, streaming, multicasting, etc.) and evolving to next-generation networks (NGN) • Hence the strong need for assistance to the network planners in order to facilitate the introduction of new-generation technologies speeding up the convergence process • Use of different specialised up-to date planning tools

PROGRAMME 2: Information and communication infrastructure and technologies development 1.4 Mobile terrestrial communications Explosive growth of Mobile and the evolution from second-generation to third-generation networks (IMT-2000). Incumbent mobile operators do not want to have to discard their entire existing infrastructure; • Assist countries in planning IMT-2000 systems and applications • Assist countries in the interpretation of related standards and recommendations • Provide information on mobile systems operating below 600 MHz which are of particular interest to some developing countries.

PROGRAMME 2: Information and communication infrastructure and technologies development 1.5 Innovative application networks The social applications and value-added services contributing to the goal of digital inclusion should be deployed on optimized networks open to future evolution • Meet the needs of countries and their citizens for the delivery of new ICT services/applications providing assistance for the development of rural, national and international broadband telecommunication networks (known as information and communication infrastructure)

IP-Based Networks • Objective: Integrating IP-based applications and value-added services in connection with the introduction of IP‑based multimedia and value-added services in the development of telecommunication networks. • Activities • Develop guidelines, planning tools and manuals on the technology and policy aspects of internet protocol and ICT applications. • Organize workshops, meetings and seminars to address technical, policy, legal and strategy issues for internet protocol, IP Telephony , IP TV and other ICT applications • Develop strategies for the implementation of internet protocol in all ITU Projects when appropriate • Assist in the implementation of ICT infrastructure and internet protocol projects and formulate plans for the integration of voice and data services and the migration to IP-based networks. • Provide expert assistance in project definition, management and implementation, including the identification of project requirements and feasibility studies at providing a wide range of ICT infrastructure, taking into account the needs of rural, isolated and poorly served areas and groups with special needs. • Explore opportunities for collaboration and work with identified potential partners, based on project requirements and recognized sources of expertise, and facilitating the creation of mutually beneficial and multistakeholder partnerships.

Budget: (USD 6,453,000) • Broadband Wireless Network /Applications (ITU and McCaw Foundation, Budget: USD 6,400,000) • Assistance to Member states on IP-based Network Development • Assistance Regulators on IP Policy and Strategies

Feasibility Study on Low-Cost Wireless Broadband Infrastructure Questionnaires,Field Survey, & Simulations on Establishing Broadband Infrastructure • The Feasibility Study (FS) will be carried out in 2009, in Arab region. • FS is aimed at helping developing countries in identifying suitable solution(s) for establishing wireless broadband Infrastructure at low cost. • FS will deliver the following outputs: • Case Studies in identified countries, by the simulation based on the study sites, • Draft Project document for future pilot project, • Draft input document concerning broadband access technologies for relevant ITU meeting, including useful information and know-how. Approaches to Universal Access and Rural Communications • Three approaches to UA • Pilot projects to see what kind of impact ICTs have in rural areas – institutional, social context • Based on this using different institutions for providing ICT Access and services • Promote conditions for entrepreneurship development for provision of universal access

Pilot Projects for community access • About 20 projects in different countries with different partners, technologies, and service provision in order to: • Develop models for provision of ICT to rural and remote areas as tools for development • Adapt "content" and demonstrate the impact of ICT on occupational sectors - agricultural extension workers, health workers etc • Evaluate new technologies • Evaluate the impact on social, economic and cultural development • Try out innovative partnership models • Projects evaluated. Impact Assessment under publication

Rural Telecoms, ICT Services and EntrepreneurshipGovernment ofSouth Africa, ITU and UPU • To promote the emergence of rural telecommunication operators and encourage telecommunication operators either incumbent or new to provide services in rural/remote areas with appropriate private investments and possibly incentives from USF within transparent and pro-active regulatory environment; • To promote public-private partnerships for content development and dissemination in the areas of governance, health, community based content, learning, education and skill development; and • To promote small and very small entrepreneurs (having appropriate qualifications) with support from micro-finance institutions and other banks for the provision of services to the general public. • Focus on Southern Africa. Other partners expected to join.
