  2. The White Paper and School Improvement

The White Paper is about… • The state fundamentally stepping back from the day to day running of schools • Teachers and others improving their professional skills, authority and status by learning from each other • Changing the funding system so it is fairer and so that poorer children get a better chance to do well • Addressing the factors that stop great teachers from entering and staying in the profession • Making sure that schools will still be held to account by parents and the public for the results they achieve in this new world, and making it easier for parents to find information and choose schools

  4. A new approach to improvement • Institution-driven • Self-improving • Devolved funding • Less intervention • Less paperwork • ...but sharp accountabilities

  5. Behaviour • Increased powers for teachers. • Anonymity for accused teachers. • Authority to enforce discipline beyond school gates. • Fresh approach to: • Response to prejudice • Appeal process when pupils commit serious crimes • Permanent exclusions

  6. Curriculum, assessment and qualifications • Slimmer knowledge-based National Curriculum • The English Baccalaureate • Review of vocational education • International benchmarking

  7. New schools system • Academies get back old freedoms • All schools can now become academies • Lowest attainers and outstanding schools first • The formation of Free Schools

A more strategic role • Champion of Educational Excellence • Champion for parents and families • Champion of vulnerable pupils • Provision of places, fair admissions and transport • No more SIPs • Intervening where there is clear underperformance and raising alert in case of Academies & Free Schools • Can request Ofsted inspection

  9. Focus on core educational business • Outstanding schools exempted • Schools can request paid-for inspection

Floor standards • New floors based on attainment and progression • 35% 5A*-C incl En and Ma, plus below national average for three median levels progress (What is the median? 2010 median 3L progress En 72% Ma 65%). • LA expected to focus on these schools • DfE Improvement Advisers to support these schools • Funding approach being finalised

School Improvement - below the floor • Strong presumption of conversion to Academy with a sponsor for the worst performers • Model of delivery building on the success of the National and City Challenges • Building capacity in the system to– National Teaching Schools and National/Local Leaders of Education

  12. School improvement – above the floor • The end of centrally-driven strategies • Schools will draw down what they need from the market • School to school support – use of great heads, teachers and practices • Incentives Funds

  13. School funding • Too much variation in per-pupil funding in past • Pupil Premium • Consultation on a national funding formula • Maximum devolution of funds to front line • A much less bureaucratic approach to capital

Importance of the culture of continuing collaborative partnerships of all schools including Academies Implications for Suffolk • New Learning and Improvement Service focuses on performance and partnership to deliver the expectations for the LA of the White Paper • New brokering service to offer broad range of support that school can commission themselves

  16. Priorities for the new service • Performance – providing challenge and support to schools and settings in order to improve standards at all phases to match national attainment. All schools will be monitored and interventions will be focussed on underachievement. • Partnership – linking and brokering best practice so that schools can learn together and work collaboratively in learning communities with common priorities • Equality and Achievement – Narrowing the Gaps in attainment and maintaining a focus on this so all children and young people make appropriate progress

  21. How will it be different? • New performance roles, SIPs replaced by Improvement Experts for some schools • School to school partnership work further developed and supported • Budgeting, planning and choosing external support – checking CRB and insurance cover • CPD and training – wider range with payment on booking and revised terms and conditions • School decision making and accountability increased

What changes will I notice? • Staffing changes are from 1st April 2011 • New service handbook for start of summer term • No CPD course booklet for summer but flyers sent to schools next half term as usual and on the website • National Strategy support ceases over next few months • Last visit for SIPs this term • Events and Expertise directory running by end of term • Briefing for external providers in March (17th) so they will be added to the directory over the summer term
