  2. Need for Alignment of Reporting Periods • OMB requires alignment of common employment measures • Adult education and Title I reported on different program years • Title I behind due to three quarter lag in UI data system • Applies only to entered and retained employment measures

  3. Title I Reporting Period • Covers two years to allow for lag in UI data systems • Multi-year reporting is the only way a complete year of participant data can be reported for all measures • Entered and retained employment data cover different student cohorts • Participant data covers different student cohort

  4. Alignment Plan • PY 2005 is transition year—report as usual, but… • Some entered and retained employment data will be reported in PY 2005 and again in PY 2006

  5. Entered and Retained Employment: PY 2006 Reporting • Entered Employment collected on students with employment goal who exit October 1, 2005 to September 30, 2006 • Retained employment collected on students who exit April 1, 2005 to March 31, 2006 • All other measures reported the same way as now

  6. Retained Employment & Earnings (all who exited this period) Entered Employment (all who exited this period) Participant Data Reported: PY 2006

  7. How Do We Implement Common Reporting? • Data Matching States: • Match must follow Title I procedures for PY 2006 Reporting • Match in last calendar quarter of 2007 • Survey States: • Must survey for retained employment all quarters beginning with cohort exiting in fourth quarter of PY 2005 • Must keep survey records two years

  8. Remember • PY 2005 reporting same as now • Survey states: collect retained employment beginning fourth quarter exiting students • First report with common employment reporting due December 31, 2007 • ONLY Employment measures are affected • We’ll help you!!!!
