  7. What we do every day when a call exceeds our own resources. Sometimes it’s automatic Sometimes it’s a special request. Local Mutual Aid

  8. Includes Thurston, Lewis, Grays Harbor and Pacific Counties Central Region has a Mobilization Plan (required) Nine regions in WA State Central Region Fire Defense~ Regional Mutual Aid ~

  9. Central Region Fire Defense • Central Region coordinators: Steve North and Tedd Hendershot, MBLFD Fire (Thurston 9)

  10. ACTIVATION OF REGIONAL PLAN Incident Commander(s) shall request through Capcom activation of the Central Region Plan. Capcom will contact coordinator(s) for request initiation.

  11. When the mutual aid resources of the Region are used up and the Incident is still occurring, the Statewide plan can be requested and activated. Statewide Mobilization

  12. The commitment *12 hours for Regional Incident * 14 days for State Mobilization, plus travel

  13. Expectations of Mobilization Responders • Describe the "assumed commitment" of mobilization response. • 72 hours minimum, self-supporting.

  14. Operating Environment- ALL Risk • Dangerous conditions • 12 hour + shifts • Lack of communications to home • Camp-type sleeping, eating, showering

  15. Limits of Activity/Red Carded • Based on training levels • Red Card requirements • May affect daily assignment

  19. Central Region Resources • When called, make sure to obtain staging location for ST or TF. • Also obtain time to arrive at staging. • Very important to arrive on time at staging!! • Central Region goal is to have ST or TF on the road in 2 hours!

  20. Resource Number • Assigned by the State Department of Emergency Management to account for resources ordered. • All resources must have a Resource Number! • Shall be placed on vehicle windshield

  21. Mission Number • Incident number or name assigned by the State Department of Emergency Management.

  26. Must Bring: • See Brochure for equipment list • Must Have RED CARD!! No options! • Must have all paperwork completed before leaving.

  27. SS#,Dept. contact info,Dept. Fed. Tax ID# • Inventory of apparatus must be completed,documented and bring blank inventory forms • Fuel card(s) that will work!

  28. Personal Travel Kit Identify limitations on and requirements for personal equipment. [Fireline HB,page 75] and Appendix K

  29. Personal Travel Kit Reminder that weight and bulk of personal gear is generally limited to 65lbs due to transportation,handling and storage. See Appendix K in Mob. Plan

  31. Ground Support Unit ~ Arrival at Base Camp • Will conduct initial equipment check-in using an inspection checklist. Must pass inspection. • Apparatus must be in complete working order with no safety related defects (I.e. missing/burnt out lights)

  32. Safety Aspects of Mobilization • Identify potential dangers inherent in mobilization incidents. • Define standard safety procedures and precaution responders must use.

  33. Safety continued • DRIVING!! • Be Aware • Be Alert • Know the terrain • Be familiar with maps • Take care of yourself

  34. As an Ambassador of your home agency and Central Region: • Act the Professional 24/7 • You are expected to present a higher standard of behavior. • Know your role and responsibilities and be a productive member of the ST or TF.

  35. Describe • Code of conduct during mobilization. (Fireline HB,page 76,77) • Describe discipline procedures during mobilization.

  36. Inappropriate Behavior • It is extremely important that inappropriate behavior be recognized and dealt with promptly. • Inappropriate behavior is all forms of harassment including sexual and racial and shall not be tolerated. • See FL handbook page 76,77 for information on how to deal with harassment.

  37. Police each other. If you see someone doing something wrong in your crew of ST/TF, make it right. • Work together.

  38. Personal hygiene • May not be the same as at home. • Needs to occur regularly. • Change socks and underwear regularly • Don’t skip the shower trailer, your friends will remain friends. • Bring enough clothes appropriate for duration.

  39. Field Training • Opportunities for field training may exist. Check with STL or TFL. • Some on site review training may take place (I.e. fire shelters)

  40. Daily/Mob. Documentation • CTR’s, Emerg. Shift Tickets, and Unit Logs (front copy) must be signed and turned in daily. See STL or TFL if questions. Must be done to get paid!

  41. Make sure documentation is accurate and kept throughout each day. • Should attend all briefings. • Make sure work hours correct. • Lunch is now included as of 2008.

  42. DeMobilization • Stay in touch with STL/TFL. • Make sure your on time. • Make sure all paperwork is correct,completed, and signed. • Must complete check-list to leave. • Complete post-inspection at Ground Unit.

  43. FINANCE • Define who provides and pays for repairs/replacements in a mobilization. • Wet Rate • Damage on fire due to the fire will be paid by fire. • Tires,etc. are part of “wet” rate

  44. Reimbursement • Explain methods of compensation reimbursement. • Career vs. Volunteer • Career personnel are paid directly by their agency at their normal pay rate. Volunteers are paid by WSP at the appropriate rate and must fill out paperwork PRIOR to deployment!

  45. After your Return • Ensure Apparatus back in-service. • All Paperwork to Fire Chief or designee • All PPE cleaned and checked back in.
