  1. DELIVERING EFFICIENCY SAVINGS OUTCOME CWC identified a need for better efficiency savings. Ambiguity had given rise to different approaches. They put in Optimum Target Costs for each element of the works and created a common standard the Optimum Delivery Methodology. CWC also; • Produced a document that clarified large areas of ambiguity. • Looked to identify the optimum delivery for each element. • Responsibility was taken to control and mitigate risks • Revised and clarified scope of works • Replicated best practice where identified. • Identification and clarification of commercial risks. The optimum delivery method was adopted. CWC are working with Wolverhampton Homes to ensure they can achieve the savings and will continue to support them. SAVINGS • If the targets are delivered on the £55m of savings will be achieved. • £15m of savings have already been achieved in last 12 months . • 3 months into the Optimum Delivery Programme and the contractors are achieving or exceeding the optimum targets. THE DELIVERY TEAM The work was undertaken by Simon Bamfield. CASE STUDY – WOLVERHAMPTON HOMES HEADLINE Savings of £55m have been identified through the application of robust Open Book Cost Management in the Decent Homes Programme. THE CHALLENGE CWC were asked to review the performance of Wolverhampton Homes within the first year Decent Homes Programme. THE APPROACH The Decent Homes programme is managed by the commercial team who use a series of contractors to undertake the work. CWC set about putting in place better Open Book Cost Management in the programme This was achieved through; • Working together with the commercial team • Interviewing and challenging the contractors to identify ways in which they could achieve efficiencies • Clarified the scope of work and specification • Set new target costs • Supported the commercial teams to work with contractors • Undertook a detailed review of commercial risk to ensure they were correctly allocated. • Re-allocated and transferred risks as appropriate. • Undertook a workshop with the contractors to identify any differences in costs
