TSE contribution in PACT Task 4.2.risks and governance in the transition process towards post carbon societiesObjectives : understanding the risks associated with the technologies and infrastructures deployed in post-carbon societies and the mechanisms of governance of these risks; feed-up chronology for related inputs for VLEEM and POLES models Rationale assess the risks and acceptability related to new urban / land-use schemes, new infrastructures and new technologies moving to a post-carbon society: scenario of high complexity and criticality, entire economic systems changed in favour of carbon free energy infrastructures Pathways for Carbon Transition (PACT) - Kick-off meeting

Work content • Identification of major technologies and infrastructures: analysis of current technologies and future changes • Characterisation of risk and uncertainties related with future changes: main criticalities (stakeholder micro level and national/societal macro level) • Stakeholders’ identification and assessment: study of their perception of changes and future impacts (actors’ behaviour and risk acceptability) • Socio-economic analysis : evaluation of economic operators’ expectations related to the perceived risks and opportunities coming from the adoption of alternative urban models and road transport paradigms. Work content • Modelling a risk governance process (joint integrated management) for giving a broader perspective of the whole scenario and accommodating different preferred policies towards a common goal with a clear determination of roles and responsibilities. • Methodological aspect: multi-criteria models, qualitative evaluation schemes, cost-effectiveness analysis, as well as by the use of frames of meaning for stakeholders assessment, Futures research methodologies (Scenarios, Delphi, etc.) Pathways for Carbon Transition (PACT) - Kick-off meeting
