  3. Context: NON LEVY I.T.T. (Attachment 1) • October 2016 procurement withheld and now withdrawn. (Substantially oversubscribed). • Non Levy starts contracts only run until end December. All providers who wish to continue to deliver must tender. • New tender ITT 30232 announced. 28 July 2017. • For non levy starts 1 Jan 2018 to 31 March 2019. • By invitation – i.e. “Main Route” providers on RoATP. • Submission deadline 4th September. www.eunoiaassociates.com

  5. Key Changes: Aim Stability of / High Quality Provision: (Attachment 1) • Funding increased to £650 million. (15 months). • Introduction of Tender Caps and contract award limits. • Awards in line with current levels of geographical delivery. 9 Regions. • Different scoring / evaluation methodology. • New / extended range of questions. • Ability to grow above award value in year.   6. Key Changes: Attachment 1 Tender Caps • Minimum award = £200k. This equates to a turnover in 15/16 of at least £160k • New provider 1.25 x 15/16 Turnovercapped at £750k. • Subcontractor 1.25 x 15/16 Turnover capped at £1.5m • Existing (15/16 non-levy <£1.5m) 1.25 x 15/16 turnover capped at £1.5m • Existing (15-16 non-levy >£1.5m) 1.25 x 15/16 delivery + 10%. No cap. Recommend you calculate your tender cap before doing anything else www.eunoiaassociates.com

Key Changes:Attachment 1 Geographic Distribution • Each of the 9 geographic regions will have a separate budget. • Split 16-18 and 19+ • Proportional distribution of these budgets reflects historic delivery patterns. • Providers submit tender by region (based on learner postcode and age group), but will receive a single award made up of the total granted in each region. • Tenders may reduced (pro rata %) if bids do not lead to balance being maintained.This award methodology means that potential providers may receive an offeraward which is less than they tendered for. This may impact negatively upon those with 2015/16 turnovers close to the £160k threshold. • Agency can target procure or target award during performance management process to alleviate gaps in provision.   8. Key Changes:Attachment 1 Geographic Distribution (Cont) • The funding splits per each of the 9 regions. • North West is by far largest region. Agency will apply a pro rata approach to successful bids if regions are over subscribed. www.eunoiaassociates.com

  9. Key Changes:Attachment 2 Evaluation and Scoring: Compliance • Prior to evaluation, tenders will be checked to ensure compliance. So follow process carefully. • Checks will also be run on financial information used to derive tender caps. • If tender value is not below or equal to the Tender Cap the potential provider will be asked to resubmit their tender within 2 working days. If the resubmitted tender is not in line with the Tender Cap the Agency reserves the right to treat such tenders as non compliant and to exclude them from further evaluation. www.eunoiaassociates.com

  10. Key Changes:Attachment 2 Evaluation and Scoring: Process • There are 17 tender questions each with a maximum score of 100. Maximum Overall score 1,700. • Potential Providers must meet a minimum threshold of 75%. Making 1,275 the Award Threshold. • This must be achieved (with no overall question scoring less than 50%). This is really important as your answers to all 17 questions must be consistently good. • Scores for answers will be 0, 25, 50, 75, 100. Dependent upon how well the potential provider describes the scoring elements and the quality of the evidence. Each Overall Question Must Score at Least in the Green www.eunoiaassociates.com

  11. Key Changes:Attachment 2 Evaluation and Scoring: Questions Questions Split into 5 Key Areas. 65,200 characters is the equivalent of approximately 22 A4 pages of narrative or roughly 10,000 words. Equivalent to a dissertation. www.eunoiaassociates.com

  12. Hints and Tips: Some useful Pointers to help you through the next few weeks. • Calculate your Tender Cap and ensure those undertaking profiling exercise are aware of it. Are you eligible to bid? – will your contract value exceed £200k? • Start early – this process is important – it’s harder and will take longer than previous tender applications. • Free up time in your / colleagues diaries – Allocate tasks (who is going to do what, what information is required) and allow plenty of time to review and ensure progress. • Follow compliance guide and ensure all elements of the submission are in the right format etc. Double check and triple check everything. www.eunoiaassociates.com

  13. Hints and Tips: Some useful Pointers to help you through the next few weeks. • Expect turnover and delivery figures to be checked. Make sure they match your RoATP application. • Read the questions thoroughly and explore what the Agency is looking for. Often helpful to do this as a small internal team to ensure clarity. • Answer all 17 questions with equal gusto – very difficult, avoid creativity dips and focussing on the questions you find easiest. Need to score more than 50% on each. • Clearly show the reader how you are addressing the question and scoring elements. Be logical – follow the scoring elements structure – show the reader the answer. • Ensure those checking the bid – read the questions and answers – not just the answers. www.eunoiaassociates.com

Hints and Tips: Some useful Pointers to help you through the next few weeks. • All providers need to complete the subcontractor pro-forma, even if it is a nil return. • Remember in terms of volumes and funding – you are tendering for the funding for non levy starts just in the period 1 January 2018 to 31 March 2019. Not current learners, not levy starts and not for the full funding over the learners’ duration if it falls outside the period to 31 March 2019. • Use full character count where possible, but be specific and focussed upon the question. (Potential difficulty given size of count). • Submit your bid in plenty of time – applications received after the deadline will not be processed. • Can can ask clarification questions through Bravo if you are unsure about anything.   15. Hints and Tips: Some useful Pointers to help you through the next few weeks. • Don’t answer questions by cross referring to other answers. Each question must be answered in its own right. • Avoid copying and pasting from other documents and other questions. • Do not exceed the character limit – any characters over the count will be disregarded. The character limits include spaces and punctuation. • Don’t forget the deadline 4 September 2017. www.eunoiaassociates.com

  16. Volumes and Values Spreadsheet: • Mandatory requirement of Tender – all applicants must complete the spreadsheet. • There are four tabs in the Excel workbook. You will need to develop an internal methodology for calculating the values and volumes to be input and to ensure the tender cap is not breached. • Tab One. Contains a comprehensive guidance note on the completion of the spreadsheet. • Tab Two. Core Information including 2015/16 Turnover and 2015/16 delivery. • Tab Three. Funding Volumes and Values.
