  2. ELIKO • ELIKO is a private company, research activity supported by Enterprise Estonia and EU; • Founded in June 2004, the first project started at 12. October 2004; • ELIKO today: • - 450 sqm office and laboratory space; • - 40 scientists and engineers; • - Since 2004, around 70 publications and 11 patent applications have been submitted; • - Two successful EU framework program projects are initiated; • - Totally 17 industrial partners; • 01. July 2009, the new research program started with budget 11 MEUR (only Competence Centres Programme);

ELIKO Smart Space Solutions - SSS (human/machine interactive support systems) is an interdisciplinary R&D topic to create environments for telemedicine, (robotics supported) comfort living and urban services, energy saving, safety services. SSS R&D area is extremely wide. The ELIKO's research is contributing in SSS advancement in following subtopics: 1. Sensing and communication in embedded Smart Space Networks: 1.1 Sensors and wideband processing of sensor signals 1.2 Embedded smart space network components 2. Smart Space Services: 2.1 Contextual information and semantic profiles 2.2 Test, verification and diagnosis of distributed and embedded systems

Impact to the Estonian economy • Help to restructure Estonian IT and Electronic industry from subcontracting based services to more value-added and knowledge intensive products; • Creation the new jobs in ELIKO and partners companies (at least 500 new jobs); • Added-value per employee increase at least 50% in the partners companies; • The increasing adaption of the environment friendly technologies (lighting control, etc); • The creation of spin-off companies (as the result of the first period two companies could be founded: RFID applications and street lighting regulation and control). During next period, at least three are estimated. • The increasing popularity of technology development as highly motivated employment (average salary in CC program 32000 EEK, in Smartmuseum 58000 EEK). • Involvement at least 25 PhD and 40 MSc students to the research program (during the period 2005-2009 respectively 14 and 21 was involved); • In co-operation with other CCs creating new business areas and applications (cluster initiatives “Bio & IT” together with Cancer Research CC); • The improvement of the quality and availability of the patient health monitoring at home and in hospital (co-operation with PERH and ITK). 18.03.2009 4

Indicators • ELIKO is moving to: • From separated projects with limited partners to large projects with more then one scientific partners and many industrial partners • From CCP base centre to the multiple financing source Competence Centre • Quantitative indicators: • Number of Industrial partners • Number of Scientific partners • Success rate of new EU projects, initiated by ELIKO (we have initiated 5, 2 has been successful) • Number and volume of the other R&D projects • Qualitative indicators: • Scientific value (publications, patents) • Human resources development (MSc and PhD students) • Real IPR business value

Mid-term evaluation • After first 3,5 years, carried out by Technopolis Ltd.: • ELIKO tackles a shifting group of partners and does a mixture of research and advance engineering in quickly changing fields. It suffers from fragmentation and lack of large, stable partner but is nonetheless doing a useful job. • Summary of the very deep and detailed analysis including all indicators (from the human resources development until the results of business usability). • Many recommendations, findings and conclusions. • But not analysed, are the goals achievable or not.

  12. General picture, partners contribution Start-up Companies: Inkspin1, Inkspin2, Modesat. Strong financial background as majority owner is ASI (VC company belong to the former Skype owners). TUT Spin-off companies: Testonica and Smartdust Solutions. Medical Organizations: East Tallinn Central Hospital (ITK) and North Estonia Medical Centre (PERH).
