Situation Analysis: Public Assistance Programs Community Development (sample programs) - Emergency Shelters - Rental / Utility Assistance- Homeless Programs - Housing for AIDS patients- Rural Housing Dev. - Rural Health Centers Community Services (sample programs) - Nutrition (WIC) programs - Job-related programs- Disability programs - Child-care programs- Senior programs - Adult Day Activity Centers Source: National Association for State Community Services Programs, March 2011 The states in WellCare’s Coordinated Care Program footprint (Medicaid/Medicare/Long-term Care) are states that draw-down nearly half (47%) of public-assistance program funding and represent $46.4 Billion (45%) of the national budget shortfall.

Next Steps • Phase I: Work with Civic and Community Leaders to: • Catalogue available social safety net services at a zip code level • Analyze this data against community health data to identify service gaps • Assemble or utilize existing public planning efforts to validate gap analysis • Phase II: Based on the information assembled above: • Initiate a public information campaign to promote the peril of the social safety net • Identify and advocate for policy change to sustain social safety net funding • Establish local, community-based initiatives with “new” players to identify methods for local sustainability
