6. JCIDS Players The JROC:
Charters FCBs
Directs FCB efforts
Designates GO/Flag Chair Major players in the JCIDS process:
Only the JROC can charter a Functional Capabilities Board. The JROC will also assign the functional areas to the FCB and identify the organization that will chair the FCB. Initially, the JROC has chartered an FCB at Joint Forces Command to oversee capabilities affecting Joint Force Command and Control. This reflects the unique responsibilities they have related to joint force command and control as a result of Management Initiative Decision 912. This FCB will be supported by J6 to cover all C2 issues not covered by JF C2. The JROC is standing up four other FCBs aligned with the Functional Concepts.
Other FCBs will be chartered as directed by the JROC to oversee capability development and integration in the other functional areas.

7. JCIDS Process
Top-down approach to determining what capabilities are required to prosecute the defense aspects of the President’s National Security Strategy and the means with which to carry out those capabilities
National Security Strategy
National Military Strategy
Family of Joint Operations
Etc
JCIDS players:
Joint Requirements Oversight Council (JROC)
Functional Capabilities Boards
Service Sponsors (i.e. Combat development and doctrine commands)
Combatant Commands (formally known as Unified Commands)
Three Step Process
Functional Area Analysis
Functional Needs Analysis
Functional solutions Analysis
JCIDS Outputs
DOTMLPF change recommendation
Initial Capabilities Document
Capabilities Development Document
Capabilities Production Document
The relationship of the analyses to each other and the source concepts and integrated architectures is shown here. The objective of the analyses is identify capability gaps and develop an Initial Capability Document to describe that capability.JCIDS Process

9. A Word on Technology Acceleration and Joint Urgent Needs JCIDS is a deliberate process for addressing future needs. It is not a quick fix or expedient for the “Big A” acquisition process
Alternatives to accelerate technology and provide urgent operational capabilities are:
Joint Operational Technology Demonstrations (formally ACTDs)
Joint Rapid Acquisition Cell (JRAC)

11. Perspective of practitioners
JCIDS is a mid to long-range planning system used to align defense investments with the national security needs outlined by the President
Works in conjunction with Science and Technology community
Urgent needs are handled through:
Rapid Requirements Cell
Joint Capability Technology Demonstrations (formally known as Advanced Concept Technology Demonstrators or ACTDs)Perspective of practitioners
