Bongbong Marcos • Lowered down the tax rates for cigarettes for the first year onwards, YET, claimed that his lower rates will still generate P40B by manipulating assumptions (Note: Close interaction with PMFTC Lawyers) • Ranted about “distorted sharing” between cigarettes and alcohol (60-40 sharing) • Sen. Ralph Recto • Reduced the yearly tax increases from 5% to 4% • Complicated the earmarking for Universal Health Care • Sen. Joker Arroyo • Opposed the earmarking provision for health

  4. What we have secured so far… Removal of the price class freeze. A unitary tax rate of P26 for cigarettes by 2017. Annual tax increases of no less than 4%. Higher tax rates for alcohol. Earmarking of funds for health care and alternative livelihood for tobacco farmers and workers.
