Maori NASC • Disability Support Link (DSL) is a Needs Assessment and Coordination Service (NASC) providing O65 community and residential services throughout the Waikato region funded by Waikato DHB (WDHB). • DSL is committed to actively providing and promoting Maori Services and initiatives • Reduce inequity for O65 Maori in WDHB rohe • Improve DSL Maori NASC service delivery for O65 Maori in WDHB rohe O65 Maori currently represents 8.3% of DSL within the community DSL is the only DHB NASC in Aotearoa who have a recognised Maori NASC providing service for Maori O65 & Under 65.

MAORI NASC • The journey for Maori began approximately17 years ago seeking ‘Maori for Maori’ services as an option and/or choice for Maori by DSL Management and Maori Service Coordinators whom identified gaps in service delivery from referral, assessment and coordination processes • Consultation hui occurred over 2 – 3 year period with Kaumatua and Maori Providers from the 4 Iwi within Waikato DHB rohe • Tainui • Maniapoto • Raukawa • Hauraki

MAORI NASC The outcome from these hui resulted in the development for Maori: • Te Aromatawai - Maori Needs Assessment tool. - based on Te Whare Tapa Wha – four cornerstones of Maori health - Mason Durie. Te Aromatawai is recognised as the tool to assess Maori within WDHB rohe • Manu Kuaka - Maori Needs Assessor. Maori Health Community workers employed by the Iwi/Maori Provider who were already working and known to the community • Maori Service Providers based in each rohe providing WDHB contracted Homebased Services. • Trained Kaiawhina (Support Workers) employed by Maori Providers – ‘Maori for Maori – Kanohi ki te Kanohi’ ( face to face) • DSL brochure in Te Reo informing of NASC services and processes • Maori Service Coordinators • Whakatau Roopu – representative from each Maori provider and Kaumatua and Kuia who met regularly re DSL accountability to Maori and Maori accountable to WDHB

MAORI NASC DSL Maori NASC is the result and success of ongoing services for Maori within DSL today. • However there have been changes with the O65 delivery of service Maori for Maori. • The introduction of InterRai, a Canadian clinical assessment tool which impacted significantly on how Over65 Maori would be assessed. • Te Aromatawai was no longer the leading assessment tool to assess O65 Maori. • Te Aromatawai continues to be used as an assessment tool for U65 Maori.

MAORI NASC Referral – Assessment – Coordination Process • Referral received • Identifies as Maori • Triaged to Maori Service Coordinator • Whanau have the choice to be assessed by Maori/non Maori assessor • Referral sent to Manu Kuaka - Independent Maori Assessor/non Maori for assessment • Assessment completed and returned to Maori Service Coordinator for coordination of service

  9. MAORI NASC Te Roopu Tiaki Hunga Hauaa This is a collective roopu of Maori Service Providers and non–Maori Service Providers who provide services for Maori. This roopu was established approximately 2007. Kaupapa: To strengthen service providers in the Maori disability sector within Tainui, through whanaungatanga, sharing of information and working collaboratively together, to achieve the best for whanau.

MAORI NASC Ko Awatea Co-Design Project Kaupapa: Tino Rangatiratanga Maori Self Determination Over65 (O65) Maori in control of their own decision making The Co-Design Project focused on O65 Maori Kaumatua and Kuia who would decide the environment where they would like to be assessed. • The Project began with Rauawaawa Kaumatua Charitable Trust over many hui who agreed to walk alongside and support this Kaupapa. Rauawaawa Kaumatua Charitable Trust agreed to be in partnership with DSL Maori NASC providing the support of Kaumatua who guided us along the way in Karakia and Tikanga. • DSL Maori NASC worked collaboratively with Maori Service Providers/Te Roopu Tiaki Hunga Hauaa from a Maori world view and inclusive of the Treaty of Waitangi values – Partnership, Participation and Protection of Kaumatua and Kuia. • The Co-Design included Kaumatua and Kuia who were vital for the success of this project

Maori NASC What difference did we make? • “Tino Rangatiratanga” The voice of Kaumatua and Kuia being heard - telling us what they wanted and not what we ‘think’ for them. • The Co-Design process clearly identified Kaumatua and Kuia venue choices for an assessment and identified the reasons why this was best for Maori • The Co-Design process also identified support for the Kaupapa from Maori Providers & Manu Kuaka (Independent Maori Assessors) “By delivering our service on the clients terms in an environment that meets their cultural needs we are able to reduce some of the barriers to accessing supports and thereby reduce health inequities” Graham Guy -DSL Manager

MAORI NASC The Journey of DSL Maori NASC continues • Maori Provider supported to access appropriate funding for whanau to attend a Kaupapa Maori Day Programme by DSL processes - began October 2016 – March 2017. This is maintained on a regular basis • Funding secured from the Day Programme gave an opportunity for Maori Provider to create a new position for employment to work solely with DSL Kaumatua base • Supporting DSL colleagues working with Maori in the hospital/community by attending whanau hui to ensure cultural safety for whanau and colleague • Regular hui with Maori Providers to korero of issues pertaining to the rohe they are servicing and DSL updates • Regular monthly hui with Maori/non Maori providers • Building relationships with Pacific Island Providers based in Hamilton/Tokoroa • Working collaboratively with DSL Manager and O65 Team Leader

MAORI NASC • The Treaty of Waitangi principles are valued for Maori O65: Participation Protection Partnership • Tino Rangatiratanga: Kaumatua and Kuia have a voice to choose how they wished to be serviced. • Focused on removing barriers and improving access and services for Kaumatua and Maori Providers
