  2. Why this session? Lots of important questions that require good empirical traffic data! • Policy & Business Strategy • Q: Is there a BB investment problem? • P2P/YouTube traffic implications? Is US lagging rest of world? • What resources are scarce? Cost recovery problems? • Q: How is end-user traffic changing (per user & in aggregate)? • Network architecture? Service provisioning? Traffic models? • Q: Need for QoS? NN/open access regulation? Digital divide? • New World • Network of networks: distributed/decentralized management • Massive data sets: always on, always connected, multimedia traffic • Competitive markets (not PTTs anymore) • Need verifiable (public) data for regulatory & market efficiency • What to observe? Who to observe? Timing (frequency)? • How to observe? (How to share it?) • What research questions do we want to work on in CFP???
