  2. Objectives of the Seminar Learn about what’s going on Debate issues Look forward ERA to understand concerns, needs and priorities

  3. today Everybody had bad or even painful experience with vehicle authorization projects ERA XA process report: ”The findings from the applicable legal base show that mutual recognition is widely established for road, air and maritime but is in its infancy for rail at EU level.” Competitive disadvantage for RAIL

  4. News Bad news • We are far away from “Certainty & simplicity” Good news: • There is a strong self-motivation for every stakeholder: NSAs, manufacturers, IMs, RUs, lessors …

  5. We’ve done a lot There is a lot to be done for everybody

  6. Current situation: • Numeruous XA MoUs • New ID Annex VII • ERA Reference Document • ERA report on authorisation processes • DV29

  7. Needs and priorities 1/3 • Provide a process flow chart • Understand and quickly implement RINF to support a process whereby the IMs customers can assess technical compatibility – stepwise? • Clarify correlation between TSI and CSM • Systematic use of TSI in place of NNTR, each time they cover the same parameter or hazard • Elimination of unnecessary NNTRs and reduction to specific cases  migration towards a single set of European Rules

  8. Needs and priorities 2/3 • Immediate extension of already delivered TEN authorization to the entire interoperable network • Recommendation for platform authorization • Current practice of conformity attestations from the NSA granting the 1st APS for category “A” rules to be reviewed • Simplify and speed up appeal procedures

  9. Needs and priorities 3/3 • Simplify and speed up appeal procedures • Simplify operational and maintenance: safety certificate, energy billing, language, radio… • Simplify and harmonize legal requirements
