Mission Statement The mission of the Clarksville Police Department is to maintain a highly professional and efficient work force to ensure a high quality of life for our citizens through crime prevention, enforcing laws, and promoting safety by using traditional and community policing methods, creative problem solving, and controlling our physical environment.

  6. District One • District One provides law enforcement services to North Clarksville citizens. It encompasses the following sectors 1, 2, 3, and 5. District One Precinct and Criminal Investigations are located at 1885A Ft Campbell Blvd across from Grandpa's. The direct phone number is 931-553-2464.

  8. District Two • District Two provides law enforcement services to the Downtown Clarksville citizens. It encompasses the following sectors 4, 6, 7 and 8. District Two Precinct and Criminal Investigations are located at 135 Commerce Street. The direct phone number is 931-648-0656

  9. District Two Personnel 1 Captain 2 Lieutenants 9 Sergeants 1 Crime Prevention Officer 9 Detectives 38 Patrol Officers 1 Patrol Officer is Deployed 1 Records Clerk

  10. District Three District Three provides law enforcement services to the St. B and Sango area. It encompasses sectors 9,10, 11 and 12. District Three Precinct and Criminal Investigations are located at 1584C Vista Lane. The direct phone number is 931-553-8119. District Three also has a Precinct located at 200 Holiday drive. The direct phone number for this precinct is 931-503-0313

  11. District 3 Personnel 1 Captain 2 Lieutenants (1 Lt. is currently vacant because of Military Deployment) 9 Sergeants 1 Crime Prevention Officer 7 Detectives 39 Patrol Officers 1 Record Clerk

  12. Emergency Communication Division (Dispatch) Dispatch is responsible for forwarding all 911 request for Police assistance to the appropriate District. It has the responsibility for documenting all Police activity in the Computer Aided Dispatch system. Dispatch is also responsible for maintaining NCIC. Dispatch has it’s own budget but falls under the Chief of Police. They cover the city limits of Clarksville, Tennessee. They are located at 130 S. 1st St.

  14. 4th District New Positions 1 Captain 9 Sergeants (8 for Patrol & 1 for Criminal Investigation (May not need a CI Sgt if Intel Sworn positions are done away with)) Would need no Lieutenants currently have too many an only 1 per District is actually needed Would equally divide current Patrol and Detective positions equally among all 4

  15. 4th District Buildings Holiday Drive could be used as the 4th Patrol Sub-Station and District 3 could be use Vista Lane District 3 CI to work out of as a Patrol Sub-Station. Would have to look at renting a 4th Criminal Investigation Office which possible may be big enough for patrol also Would have to compare the cost of Utilities and Rent to District One Neighborhood Policing Precinct.

  16. 4th District Reason needed To meet the needs of the rapid growth of the Saint Bethlehem area. Would be able to concentrate more resources in less area Dramatically reduce the area of District 3 which is the same size of the other two Districts combined. Quicker response times to calls for service

Combine Domestic Violence and Child Advocacy In the process of moving Child Advocacy and Domestic Violence into the same building at 106 Public Square in order to save on rent money at Child Advocacy Center and also provide a better operations in both functions by combining them. The move is in the process started 10/12/09

  18. Personnel Grants in 2009 Applied for 14 Officers from COPS Grants wasn’t funded in this Federal Budget still pending for next years Federal Budget. Applied for 4 Dispatchers wasn’t funded. Applied for 1 Child Advocacy Victim Coordinator wasn’t funded Applied for 1 Domestic Violence Victim Coordinator was funded

Digital In Car Cameras 2007 / 2008 Budget 75 Digital In Car Cameras was budgeted by the City of Clarksville Budget Process 2008 / 2009 Budget stimulus money and red light camera funds ear marked to finish installation of out fitting all Patrol Officers with Digital In Car Cameras. (As of 10/12/09 project is still not complete due to problems with Integrian going out of business)

  31. Replace the Aging Radio System Need to replace the Radio System that is out dated and can no longer get parts to repair the equipment. 2013 it will be State mandated that all radio systems state wide be low – band. The last quote we received in Summer of 2009 was 11 million dollars.

  33. License Plate Readers Would allow the Department to build a database of vehicles and their locations in case the need arises to locate a particular vehicle.

  34. Public Safety Control Crime Reduce Motor Vehicle Crashes

  35. Control Crime Maintain one of the lowest per thousand percentage in the state. Maintain a low per thousand percentage compared to other similar cities in the south. Compare ourselves to other previous years.
