  2. Overview of Concept • Military Problem: - Defeat an adversary embedded within an urban system at an acceptable cost without destroying the host. The enemy can be seen as a “malignant growth” embedded within and subsisting off host infrastructure. Any military action against such an adversary will necessarily be traumatic to the host urban system—even to point of systemic failure creating conditions for worse conflict. Human suffering and destruction on the scale of most 20th Century urban combat will be politically intolerable today, and in 8-20 years. • Scope: - JUO JIC is an operational-level description of how a joint force commander could conduct urban operations circa 2015-2027, focusing on Major Combat Operations (MCO), Stability, Security, Transition, and Reconstruction Operations, (SSTRO), and Counterinsurgency against adversaries in an urban environment.

Overview of Concept • Proposed Solution: - As part of Unified Action, apply a simultaneous combination of protective, constructive, sustaining, and highly discriminate destructive force to defeat hostile elements embedded within the urban system while at the same time maintaining, strengthening or replacing other elements to ensure the viability of the system.

Way Ahead • Way Ahead: • JUO JIC Proposal approval: JFCOM modifying the proposal, based on the 13 Dec GO/FO staffing comments received, resubmit the proposal to JS J7 by 8 Jan 07 • JUO Capabilities Based Assessment (CBA) Study Plan approval: JFCOM will request a JROCM to direct service and COCOM support. Experimentation planned to support the findings. Deliverables include: Joint Capabilities Document (following the FNA) and an Initial Capabilities Document (following the FSA) • Functional Area Analysis (FAA) – ECD Mar 07 • Functional Needs Analysis (FNA) – ECD May 07 • Functional Solution Analysis (FSA) – ECD Apr 08

Joint Urban Operations Concept Logic • Future Environment: • World is Increasingly Urbanized • Urban Operations will be Resource Intensive • Complex social, political, economic system influenced through political-military action • The Strategic Context: • Traditional, Irregular, Disruptive, Catastrophic Challenges (NDS, Mar 05) • Urban environments and other complex terrain will increasingly characterize areas of operation that may include both humanitarian crisis conditions and Combat operations (CCJO) Military Problem:Defeat an adversary embedded within an urban system at an acceptable cost without destroying the host. Solution Central Idea:As part of Unified Action, apply a simultaneous combination of protective, constructive, sustaining, and highly discriminate destructive force to defeat hostile elements embedded within the urban system while at the same time maintaining, strengthening or replacing other elements to ensure the viability of the system. Supporting Elements: - Understand both the urban system and the embedded - Provide sustaining aid during combat enemy systemically - Apply highly discriminative destructive force - Isolate/Influence the Urban System - Prevent expansion of hostile presence - Perform “preconstruction” - Immediately apply “rehabilitative” action - Integrate within context of regional campaign Functional and Operational Capabilities
