  1. Objective AOM 20 ESSIP Plan 2013 Octavian CIOARA DSS/EIPR 13.09.2013

  2. Objective AOM20 • Comprehensive Explanation • What is new or has changed since LSSIP 2012 • Link to European ATM Master Plan • Finalisation Criteria and Closed Questions • ESSIP Report 2012 • Objective Coordinator’s Analysis, recommendations, tips & tricks • Links and contacts ESSIP Plan 2013 / Objective AOM 20

  3. Comprehensive Explanation • Area of applicability: AllECAC States • Initial Operational Capability (IOC): 05/2011Full Operational Capability (FOC): 12/2013 • The objective will ensure the progressive deployment of the airspace route network and consolidate into a network approach: • On first FAB developments, • Free Route Airspace (FRA) implementation, and • Terminal Airspace System (TAS) developments. • The progressive implementation of ARN V7 will ensure the delivery of the airspace structure elementsof the SESAR Deployment Baseline. ESSIP Plan 2013 / Overview LSSIP 2012

  4. What is new or has changed since LSSIP 2012 • No changes ESSIP Plan 2013 / Overview LSSIP 2012

  5. Link to European ATM Master Plan Objective AOM20 covers the following SESAR OI steps: • OI step - [AOM-0205] - Modular Temporary Airspace Structures and Reserved Areas • OI step - [AOM-0401] - Multiple Route Options & Airspace Organisation Scenarios • OI step - [AOM-0402] - Further Improvements to Route Network and Airspaceincl. Cross-Border Sectorisation and Further Routeing Options • OI step - [AOM-0504] - Optimum Trajectories in Defined Airspaces at Particular Times • OI step - [AOM-0801] - Flexible Sectorisation Management • OI step - [AOM-0802] - Modular Sectorisation Adapted to Variations in Traffic Flows ESSIP Plan 2013 / Overview LSSIP 2012

  6. Most important SLoA(s) • AOM20-ASP01 - Implement national airspace structure changes (FOC 10/2013). • AOM20-ASP02 - Ensure compatibility of en-route and terminal airspace (FOC 10/2013). • Each SLoA should be fulfilled in accordance with the relevant provisions of the European ATS Route Network (ARN) Version 7 – Concept of Operations & Catalogue of Projects and with the European Airspace Design Methodology Guidelines – General Principles and Technical Specifications for Airspace Design. ESSIP Plan 2013 / Overview LSSIP 2012

  7. Finalisation Criteria and Closed Questions Finalisation criteria: • Contact your subject matter expert to determine the deployment Status for each SloA Closed questions: • Closed Questions are available for this Objective • Statements on Deployment Status should provide answers to the Closed Questions ESSIP Plan 2013 / Overview LSSIP 2012

  8. ESSIP Report 2012 • The creation of the Network Manager European Route Network Design Function is the main reason for accelerated implementation of the ARN Version 7 • Almost all States have plans to implement this objective according to the agreed timeframe. • Some Military Stakeholders reported “NOT APPLICABLE” as Deployment Status. Such a status is not consistentwith the FUA Regulatory Requirements and the Applicability Area of Objective AOM20 (ECAC Objective) nor with their role as “Airspace users”. If still considered “Not Applicable” this status should be duly justified. ESSIP Plan 2013 / Overview LSSIP 2012

  9. Objective Coordinator’s Analysis, recommendations, tips & tricks • Ensure that your subject matter expert is involvement once you make your statement. • Information provided per SLoA can be easily verified by checking the provisions laid down in the supporting material. • Military Stakeholders having no role in ANS provision, do not operate aircraft or have no military routes interacting with civil routes should reportor “NOT APPLICABLE” (see the taxonomy) as Deployment Status and duly justify.
