HB 2029: Student Records • Upon charter school closure, all education records shall be transferred to the school district office in which the charter school is located • Adds applicable statutes to: • ORS Chapter 326 State Administration of Education • ORS 326.565, 326.575, and 326.580 Effective July 1, 2011

  5. HB 3645: Charter School Sponsors • Adds Institutions of Higher Education as possible sponsors • If a district denies a charter proposal, the authors may choose to approach institution of higher education for sponsor or appeal denial to State Board of Education • An institution of higher education may not become a sponsor of charter school operating prior to 2012-13 • Effective January 1, 2012 – July 1, 2017 (5-yr sunset)

HB 2299 : Charter Schools and Special Education • Transfers residency of all students enrolled in a charter school to district in which charter school is located. • Directs SSF for all charter students to district in which charter school is located. • Adds District/parent notification requirements • Specifies nondiscrimination for students with IEPs • Revised Administrative Rules – in effect now • Effective July 1, 2011

HB 2301: Charter Schools, Virtual Schools, and on-line courses • Repeals 50% Rule • Allows districts to limit total district enrollment in virtual charter schools not sponsored by the district to 3% • When district has 3% of total students enrolled at virtual charter schools not sponsored by the district, districts may deny enrollment in a virtual charter school • Students may appeal to State Board if denied enrollment by district • New administrative rules for process • Adds restrictions to virtual charter school board members and employees • Effective July 1, 2011

  9. SB 994: Clarification to HB 3645, HB 2301, & HB 2299 • SB 944 repeals and amends sections of many bills • Look at all bills and SB994 side-by-side • Effective July 1, 2011

Charter School Program (CSP) Grant Update • Oregon did not receive a 2011-14 Federal CSP Grant • Of 14 states applications, only FL and NY funded • ODE will pursue the 2012 Federal CSP Grant • Considering revisions to the program • Proposing public meetings to gather feedback • Affects current subgrantees funding • Subgrantees and developers may apply for Federal Non-SEA CSP Grant due August 24, 2011 • No changes expected in ODE CSP staffing

Transportation Update • Current discussion on transportation costs and allowable reimbursements to school districts • Possible revisions to administrative rules in fall effective for 2011-12 school year • May allow district to claim payments made by the charter school to count as reimbursable costs instead of revenue to the district • Public comment opportunity this fall - watch website: http://www.ode.state.or.us/search/page/?id=236
