  1. Proposal Proposal: • Gop10 GOOSE subscription test is made mandatory • New mandatory Gos4 test of subscription to both FCD and FCDA created Why: There is currently interoperability issues regarding reception of so called ‘structured’ GOOSE messages. These messages: • Cannot be received by all devices certified to conformance block 9. • It cannot be seen in the conformance certificates which products are non-interoperable with respect to GOOSE . • To STRI we have acquired both an IED (certified September 08) and a test set (certified March 08) that cannot receive GOOSE messages from another major IED vendor. • I know of at least one real substations project having lost months and money due to purchasing of incompatible devices.

  2. What’s in Server conform. test procedure (Rev 2.2) Does this imply IED will subscribe to both structured and non- structured GOOSE?

Background • Interoperability issue: All devices can not receive functionally constrained data (FCD) • Subscription to both FCDA and FCD* should be ensured in conformance tests through new mandatory Gos4: a) 1. Test engineer configures the DUT to subscribed to GOOSE with FCDA b) 1. Test engineer configures the DUT to subscribed to GOOSE with FCD IED of type A (with FCDA): IED of type B (with FCD): • <… 199 rows omitted> * For description of FCDA and FCD se 7-2

To conclude: • We have non-interoperable device with respect to GOOSE on the market • Certification process fails to tell which devices can speak to which -‘Gop10’ is not included in (any) certificate it is neither mandatory or optional - No test if can subscribe to both FCD and FCDA messages Back side of certification from 30th Sep. 2008
