  2. Assignment from the IG “…to prepare a list of fuel quality parameters deemed necessary to enable the corresponding emission levels of the motor vehicle engines.”

  3. Question for the IG • Is the objective of the exercise: • to delineate fuel specifications which are protective of vehicle emission control technology, or • (to delineate fuel specifications) which affect emissions per se?

  4. If the answer is “protect technology” • Lead; Sulphur; Metal Additives;…. • Essential first step • Lead is almost phased out worldwide • Sulphur should be the next priority • Metal additives are very important • OICA and IPIECA agree • BUT this is not the whole story.

  5. FQIG Terms of Reference • “3. The informal group shall develop recommendations on market fuel quality to enable that vehicles, which were tested in conformity with the UN regulations or other equivalent regulations and using specific reference fuels for the tests, use in their daily service fuels with specific characteristics relating to the vehicle emission levels and technology type. • 4. These recommendations should enable that vehicles in use fulfil during their service life the same performance level as during their certification procedure with regard to the emission of gaseous pollutants and particles.”

  6. OICA requests to the IG • Confirm the scope of the task, in line with the Terms of Reference. • Decide whether further Auto-Oil discussion is necessary or: • can we make a decision on parameters based on the work already done? • Can we move to the next step and discuss limit values?
