  2. Low-cost low-risk regulatory system The stability of the legal and regulatory framework is critical in influencing private investment decisions. Investors want: legal security, transparency and predictability.

  3. Regulation in Serbia occurs in the framework of the following processes: • Intensive legislative activity which can be categorized as: • regulations which resove burning problems • regulations which resolve historical injustices • regulations which are a precondition for EU accession, WTO accession, regoional initiatives (CEFTA)…

  4. These processes frequently occur in the following environment: • Lack of time • Lack of expertise • Lack of coordination • Lack of public consultation process and input of stakeholders

  5. Serbia’s Strategic Approach to Regulatory Reform • 2003 – Council for Regulatory Reform established by the Government • 2004 – Introduction of mandatory RIA • 2005-2006 – Implementation of RIA • 2006-2007 – the funds (2,4 million Euro) were secured for the proper implementation of RIA and regulatory reform in general

  6. Parliament enactment of law law proposal Government draft law Ministries RIA assessment draft laws with RIA Council For Regulatory Reform Technical expertise Secretariat

  7. Regulatory Reform in Serbia 2007-2010 • Preparation of a Regulatory Reform Strategy • Implementation of RIA on the “flow” of legislation (detailed RIA on at least 2 laws per year) • Application of other regulatory reform instruments to deal with the “stock” of legislation (“guillotine”) • Strengthening the capacity of the Council for Regulatory Reform and its Secretariat • Capacity Building and RIA Training Program • Preparation and publishing of a RIA manual • Establishment of a RIA Web Portal
