  2. Basic Principles • FEMA aid is based on need • “No loss” = “No assistance” • The burden of proof that damage has occurred falls entirely on UC Davis • Two funding streams: • INF: Immediate Need Funding (60 days) • PA: Public Assistance Grants (years)

  3. Cautionary Tales • LA County / Northridge (INF) • Received (and spent) $75m • Returned $45m to FEMA for documentation failures • Net: 40% • Port Authority of NY and NJ / WTC (INF) • Received $3.319b • Returned $1.593b • Net: 48%

  4. Cautionary Tales (con’t) • Memorial Medical Center / Northridge (PA) • Minor damage repaired $37,524 • FEMA PA claim denied • MMC spent an additional $99,814 re-exposing the damage in appeal of FEMA’s denial • Claim “won” and paid $26,286 • Net: 19%

  5. Frequent Causes for Denial • Policies did not exist prior to the disaster • for exceptional purchasing, lodging & feeding EOC and policy team, etc. • Deadlines missed • Failure to participate in the PDA • Decisions and rationale not documented • Subject to “Monday morning quarterbacking”

  6. Frequent Causes (con’t) • Equipment not correlated to FEMA schedules • Lacking correlation, cost reimbursed at cheapest possible rate on schedule • “dump truck” = $19/hour • “28 yd3 off-highway dump truck, 401-450 HP” = $115/hour • Work not legally required of the governmental entity

  7. Existing Policies / May Need Edits • Higher Limits for Disaster Purchasing Authority • How high? Per purchase or cumulative? • Cost Accounting • Make sure existing systems track data elements required by FEMA • Tie UC Davis equipment to FEMA schedules • Animal Care • evacuees only, or evacuees and disaster workers? • Documentation of Disaster Damages

Recommended Policies • Disaster Workers • Child Care, • Feeding/Lodging • Disaster Overtime Pay • Exempt and Non-Exempt? • Compensatory time always reimbursed as straight, do we want to require payment of OT during disasters? • Volunteers • If tracked, they can be used as institutional cost share

  9. Recommended Policies (con’t) • Donated Goods • Refusal, Tracking, Management • Operational issues • ID Cards, licenses, fee waivers • Funding of disallowed expenses • Centralized vs. Decentralized responsibility

  10. Preparedness Steps • Purchase home disaster kits for disaster workers • Sister campus arrangements • Including EOC staff exchanges
