POES ProgramOperational Spacecraft • Current Status: • NOAA-19: Primary PM Spacecraft • Advanced Data Collection System (A-DCS) issue • The A-DCS provided by EUMESAT transmits in a frequency owned by the U.S. Alarm Industry Communications Committee (AICC). • NOAA turned off the A-DCS transmitter on November 13, 2009. • NESDIS is discussing mitigation options with EUMETSAT and CNES for future ADCS systems • This affects a new service, not legacy services • MHS channel 3 noise out of spec, taken out of product processing • MetOp-A: Primary mid-AM Spacecraft • Operations are nominal • NOAA-18: Secondary PM Spacecraft 3 3 – For Official Use Only –

  9. Ocean Observations Jason-2/Ocean Surface Topography Mission (OSTM) NOAA commenced public distribution of the Jason-2 Geophysical Data Records (GDR) from CNES on August 5, 2009. NOAA continues routine operations of Jason-2; includes command and control through 2 U.S. and 1 European ground stations. Spacecraft, instruments, and ground system are performing nominally. Jason-3 Funds for Jason-3 has been appropriated for the FY 2010 NOAA Budget EUMETSAT secured all needed funding in Europe and announced formal start of their Jason-3 activity on February 1. Authority to negotiate the Memorandum of Agreement (MOA) between NOAA, NASA, EUMETSAT, and CNES was provided by the Department of State January 29 Interagency Agreement between NOAA and NASA has been signed and the support agreement to transfer FY2010 funds is pending at DOC/GC. Funding for Jason-3 in FY2011 is part of President’s Budget submission to Congress. 9 – For Official Use Only –

  10. GOES ProgramOperational Spacecraft • Current Status: • GOES-10 was decommissioned December 1, 2009. Spacecraft disposal in full compliance with Outer Space Treaty. • GOES-11 battery has previously shown degraded performance during the twice yearly solar eclipse periods, but normal performance this past year and should continue as GOES-West until December 2011. • GOES-12 approved by NOAA to provide support to South American users no later than June 2010. • Noise in short wave channels 13-17 starting in November 2009 • Filter Wheel has periodic loss of synchronization resulting in data drop outs • GOES-13 activated on January 27, 2010 and is being transitioned to become operational as GOES-East on April 14, 2010 • GOES-14 handed over to NOAA on December 14, 2009 • NOAA science testing successfully completed on January 4, 2010; imaging operations suspended on January 18, 2010 (normal storage actions). • GOES-15 launched from Cape Canaveral at 6:57 PM March 4, • Undergoing six month check-out with NASA • First image expected April 6, 2010 at 1730Z • Key Risks/Issues: • The GOES satellites are experiencing normal extended mission concerns 11 – For Official Use Only –

Critical Infrastructure Protection (CIP) Failover Testing • TARGET: Ability to independently execute a controlled failover to the ESPC backup facility (ESPC-CIP), and fail back to NSOF • The following is required to meet target: • ESPC-CIP proof of concept test March 2010- Completed • Planned ESPC-CIP failover test May 2010- Delayeddue to customer impact on products not included in CIP and technical issues • CIP designed to provide backup for critical products within 24-48 hours but organization is being requested to conduct testing in a manner that minimizes impact to all products • Working to ensure user concerns are addressed prior to executing failover • Identified path forward for the operational implementation of IASI and ACSAT at CIP (end of June 2010) • Identified viability of AIRS back-up source (GSFC) • Identify alternative data sourcesfor products not supported by CIP • Technical Issues: • Bandwidth Utilization Study underway (April 12) and plan upgrade as necessary • Detailed Failover test plans still needs management review

ESPC System Status • Following the FY2009 FISMA audit of ESPC by Commerce Office of the Inspector General (OIG), the ESPC Authorization To Operate (ATO) was downgraded to an Interim Authorization To Operate (IATO) • Findings noted by OIG led to conclusion that ATO was issued with an insufficient understanding of risks inherent in system operations; a significant portion of security controls are partially or not implemented • Recommendation is to establish an IT Security Program for ESPC that addresses core security requirements as noted in NIST, Commerce, NOAA, and NESDIS guidance • Status: • Interim ESPC System Freeze applied February 2, 2010 • Scope: • Modifications to the ESPC System (those components within the accreditation boundary) be suspended between February 2, 2010 and April 15, 2011 • Mitigation: • Develop ESPC IT Security Program Plan • Refocus PAC (Ground System and PSDI) resources as appropriate to execute plan – For Official Use Only –

ESPC System Status (cont) • Authorized Freeze exceptions: • Corrective and preventive maintenance required to maintain availability and accuracy of operational products • Modifications required to address security deficiencies in the ESPC POA&M, or to implement NIST recommended security controls • Modifications required to support launch of new satellites and to accommodate continuity of products from new satellites transitioned into operations • All other modifications will require a waiver from the [Authorizing Official/SO]

ESPC System Status (cont) • Impacts to National Centers for Environmental Prediction (NCEP) – “no show stoppers for NCEP for the proposed satellite development freeze” • Environmental Modeling Center – significant concern over potential delay in getting AMSR-E retrievals and SST analysis with microwave data – EMC is relying on these for critical deliverables this year • Tropical Prediction Center – no individual project will significantly impact the center; however, almost half of the projects apply to TPC hurricane and/or marine programs – collectively, they could have a negative impact • Ocean Prediction Center – with recent failure of QuikSCAT the ASCAT sea ice coverage product would fill a gap • Storm, Climate, Hydrometeorological, Space Weather Prediction Centers and NCEP Central Operations – no significant impact • Aviation Weather Center – pace of improvements slowed in areas such as volcanic ash detection and numerical model guidance • No impact to AWIPS program – NESDIS not failing to meet a product delivery associated with a planned AWIPS build – no degradation in service

ESPC System Status (cont) • The benefits of the freeze include: • Attention - it will focus OSDPD attention on security • Responds to OIG guidance which states “...immediate management attention is needed to ensure that appropriate security controls are implemented to effectively protect the system.” • Resources – it will focus OSDPD ORF and other PAC resources on IT security • OSDPD will work with OSD to reallocated ground and satellite product funding to address IT Security • Some PSDI funds could be used to continue development activities on STAR systems • Funds to be used to complete security planning and to develop and implement security controls • Risk – mitigates risk associated with completing actions and milestones in the ESPC POA&M

ESPC Freeze-Impact • Feb 2, 2010 - April 15, 2011 • 35 Satellite Products Planned to Transition to Operations from Oct 1, 2009 - Apr 30, 2011 • 5 products complete - transitioned to operations by Jan 31, 2010 -FY-10 AOP milestone to deliver 14 new products to operations • Remaining 34 products meet user requirements from NOAA Programs in all three Atmosphere, Ocean and Land Areas • Development to continue on new and replacement products per continuity of satellite criteria (e.g. GOES-13; NPP); None of the 34 products fall in this category • Anticipate a total 24-month set back on promotion of new products; Includes 15-month freeze, pre-operations, system admin triage and programmer training following lift of freeze for each product – For Official Use Only –

SPSRB Products Transition To Operations Five Major Algorithm Enhancements: (1) extension of retrievals in precipitating conditions; (2) extension of retrievals from DMSP F16 SSMIS; (3) addition of the cross-correlations in covariance matrix; (5) Fine tuned bias corrections; Regression-based first guess and (5) more specific QC flags Eight New Products: Vertically integrated cloud ice water content (IWP) and vertically integrated rain water content (RWP) from NOAA-18 and MetOp (4 products). Total Precipitable Water (TPW) over ocean, Land Surface Temperature (LST), emissivity spectrum over snow and land and surface type (sea, land, snow, sea-ice) for F16 SSMIS (4 products). Two Demo Products: Temperature and moisture profiles over ocean from F16 SSMIS. Ten Enhanced Products: Temperature profile (over ocean); Moisture profiles (over ocean and non-costal land); Total Precipitable Water (TPW) (over ocean and non-costal land); Land Surface Temperature (LST); Emissivity Spectrum over land and snow; Emissivity-based Snow Water Equivalent (SWE); Emissivity-based Snow Cover Extent (SCE); Emissivity-based Sea Ice Concentration (SIC); Vertically integrated non-precipitating cloud liquid water content (CLW); Surface Type (sea, land, snow, sea-ice).

  27. eTRaP (Ensemble Tropical Rainfall Potential) • Imagery and data of tropical storm rainfall totals and probabilities of precipitation for 6-hourly and 24-hour total time bins, for 4 accumulated rainfall thresholds. eTRaP is comprised of TRaPs created using microwave McIDAS area rain rates from AMSU-B, MHS, SSMI, TMI, and AMSR-E. • Significance: eTRaP is used by tropical storm forecasters to determine the forecast rainfall accumulations and rainfall probabilities for numerous rainfall totals. The product is particularly useful for determining rainfall expectations for land-falling tropical storms. The probabilities of precipitation, which are a new eTRaP feature, provide information for decision makers to better anticipate heavy rainfall for land-falling storms. This new ensemble approach is a substantial improvement over the TRaP product, which it replaced.

ADT (Advanced Dvorak Technique) Objective Tropical Storm Classifier v7.2.3 GOES-12 (East) 18E (TS Polo) • ADT is used as an independent, objectively derived data source in the validation of the consensus (best) estimate of tropical storm intensity and location. It utilizes IR GOES imagery and automated tropical cyclone forecast (ATCF) bulletins. The enhancements in v7.2.3 included the addition of a new scheme for determining shear scene characteristics, which has reduced the previous problem of overestimating storm intensity during shear scenes. Another improvement is the addition of ATCF bulletins from basin-local Regional Specialized Meteorological Centres (RSMCs), which provide improved 6-hour ADT timeliness as well as the addition of an ADT product driven by the local RSMC forecasts for use by the local RSMC. • Significance: ADT provides the tropical forecasting user community with an independent, objectively derived estimate of tropical storm intensity and location.

  30. Aqua AMSR-E TRaP • Aqua AMSR-E TRaPs were added to the eTRaP (Ensemble Tropical Rainfall Potential) product. The product output is imagery and data of tropical storm rainfall totals for 6-hourly and 24-hour total time bins. TRaPs are also generated using microwave McIDAS area rain rates from AMSU-B, MHS, SSMI, TMI. • Significance: TRaP is used by tropical storm forecasters to determine forecast rainfall accumulations. The product is particularly useful for determining rainfall expectations for land-falling tropical storms. This new TRaP adds to the number of microwave sensors being used to generate eTRaPs
