Monroe Executed Programmatic Agreement The Army’s Responsibilities Include: • Identify Significant Viewsheds (initiated)-18 Months =Oct 2010 • Cultural Landscape Study (initiated)-18 Months=Oct 2010 • Conduct additional archaeological testing to identify any remnant of the former Freedmen’s Cemetery-18 Months=Oct 2010 • Revise the Fort Monroe NHL District nomination=Oct 2010 • Draft NRHP nominations for those buildings as identified as individually eligible-18 Months=Oct 2010 • Provide copies of specific archival materials to the FMFADA for their interpretive and educational programs-18 Months=May 2010 • Develop Mothball Plans for Buildings and Structures – Prior to closure • Facilitate, through the Army Center for Military History (CMH), loans of all or part of their Casemate Museum collections pertinent to Fort Monroe’s historic significance-March 2011

The FMFADA Responsibilities Include: • Development of a Historic Preservation Manual and Design Standards (Draft in 18 Months-Final Before Transfer) • Develop and put in place an Interpretive and Educational Programs Plan (Draft in 18 Months-Final Before Transfer) The Commonwealth Responsibilities Include: • A State Level Memorandum of Understanding • (Draft 12 Months=May 2010) • Hire Fort Monroe Historic Preservation Officer • (12 Months=May 2010) • Develop Public Notification/stakeholder Protocol • (18 Months-Oct 10 2010)

What is a cultural landscape? • A Cultural Landscape is a geographic area associated with a historic event, activity, or person or exhibiting other cultural or aesthetic values. • Field began in 1990s with National Register Bulletins #18 and #33 and the Secretary of the Interior’s Standards • Includes layout and overall design, response to natural environment, land use, expressions of military culture, circulation networks, objects, and vegetation Washington Navy Yard, 2001
