Scope of the study • Private sectors: industry and large buildings including tourism, commercial areas and supermarkets, etc without including the fired coal-bagass power plants • Energy includes electricity and fossil fuels • Mapping of Energy Efficiency: • Identification of the different EE solutions to be developed • In which sectors • In which energy use (compressors, pumps, boilers, etc) • Evaluation of technical / economical potential: PBP based on energy prices • Barriers to EE • Actions to overpass the barriers

Methodology • Top down approach • Based on statistical data on energy consumption • Accuracy depends on the EIS (Energy Information System) • Bottom up approach • Information from the field • How and where energy is used • EE potential solutions • Existing audit reports • Surveys, visits and study cases • Information from suppliers: equipment, systems, services • International experience and benchmark

Bottom up : Sources of information • Number of recent initiatives in Mauritius: more than 120 audits werereportedunderdifferent programs • No detailedenergy audit reports have been made available • Information wascompletedwithstudy cases + visits + suppliers + AFD green credit line + international experience

  10. Typology of Energy Efficiency actions • Short Term actions : no cost – low cost – Quick Wins • Medium Term actions: Pay Back Period from a few months to 7 years • Long Term actions: to be introduced in new projects

Potential of Energy savings in large consumers • Total potential through profitable EE actions (ST and MT) in large industries and buildings (650 consumers) except sugar sector: • 1 110 M Rs/year (energy saving for the final users) • Of which 400 M Rs/year through no cost – low cost (Quick wins) actions • Total potential in electricity saving in large consumers on a long term view: from 150 to 200 GWh/year, leading to a reduction of needed power capacity of: • 40 – 50 MW • Potential for CO2 reduction • 170 000 t/year

Barriers to Energy Efficiency • The first barrier is the lack of awareness and information on EE solutions costs and benefits • Insufficient internal expertise within consumers • Insufficient expertise and consultancy services: absence of an energy audit market • Supply side: Mauritius is a narrow market, some EE technologies are not easily available • Limited financing capacity may be a barrier for some enterprises

Actions to overpass the barriers • Promote and develop the Energy Audit market • High quality energy audits with concrete recommendations • An energy audit is not for free, it has a cost • Tools for ensuring economic value of energy audits: • Preliminary visit to establish specific ToRs • Audits with focus on one energy use only • Grouped audits: per sector or per energy use • Training of Energy Officers (EMS) • Dissemination of information to whole sector
