  5. INTRODUCTION • FOR 2012/2013 we have made a few changes: • One template for all • WSP/ATR submitted per levy number • Submissions completed: • Online • Using Prescribed template • Documents to be scanned & uploaded.

PURPOSE OF THE WSP / ATR • The purpose of the WSP/ATR/PTR is to: • Get involvement from stakeholders • Identify interventions to address skills needs • Develop skills plans • Get Employer and Employee commitment • Collect planning information for government & development agencies • Assist in Government funding

  7. PURPOSE OF THE WSP / ATR • The purpose of the WSP/ATR/PTR is to: • Uncover untapped talents and skills. • Measure the impact of skills development on: • Economy, • Efficiency • Effectiveness

Purpose of the WSP / ATR • The Purpose of the WSP/ATR for the FP&M SETA / Sector is to: • Provide important information of the sector on: • The geographic profile; • The demographic profile; • The current and predicted skills needs • Current skills development practices • Further intervention required.

  9. Purpose of the WSP / ATR • The Purpose of the WSP/ATR for the FP&M SETA / Sector is to: • To utilize information provided to: • Inform the SETA entity's/ employees' skills development needs • Enable the SETA to render support; • Inform and enhance Sector Skills Planning research initiatives.

  10. SECTION 2 WSP/ATR/PTR SUBMISSION

Completing your Reports • All sections of the WSP and ATR to be completed in full • Including PIVOTAL programmes worksheets • (Waiting for regulations to be promulgated) • ATR must reflect all training conducted • During April 2011 to March 2012 • Conducted Internally, or • Conducted Externally • The WSP must reflect all planned training to be conducted • internally or externally • During April 2012 – March 2013

  12. Completing your Reports • The WSP/ATR must be duly authorised and signed off by: • The Internal Training Committee / Skills Development Committee • (employing 50 or more employees); or • The Owner / Chief Executive and one employee representative • (employing less than 50 employees);

Process for Submission of WSP/ATR • Deadline for submissions: • on/or before 30 June 2012: • WSP /ATRs to be submitted electronically • using the FP&M SETA’s MIS • Requests for extension: • Anticipated delays – by 31 May 2012 – • subject to approval by Board • Discretionary grants will be advertised • in a separate funding window and • entities will be informed of the closing date, categories and criteria.

  14. SECTION 3 MANDATORY GRANT REGULATIONS

  15. 3.1. Regulations Proposed Ammendments

  17. 3.2. Criteria for Allocation Mandatory Grants

IMPACTS OF PROPOSED AMENDMENTS • The Minister of Higher Education and Training issued a government notice: • on 12 January 2012 • Regarding amendments to the (SETA) grant regulations, which include: • changes to the monies received by a SETA and related matters: • The mandatory grant to be paid by the SETA must be; • Equivalent to 40% (previously 50%) of the total levies paid by the employer;

IMPACTS OF PROPOSED AMENDMENTS • The mandatory grant to be paid by the SETA must: • be equivalent to 40% (previously 50%) of the total levies paid by the employer; • must in addition to the 40% (contemplated above) also include: • 10% of the total levies paid for Pivotal Programmes by the employer (the employer to utilize 10% of total levies paid to fund learners on pivotal programmes)

  20. IMPACTS OF PROPOSED AMENDMENTS • must in addition to the 40% (contemplated above) also include: • Possible allocation of additional grant funds to an employer for pivotal programmes: Conditions • Employer to spend more than 3% of their payroll as per PTR • PTR to be verified by SETA

Pivotal Reporting • Pivotal ATR • Reporting on learners funded on PIVOTAL programmes (specifically workplace component) • Information on learners including personal & demographic details • Information on costs incurred (to calculate value of funding of PIVOTAL programmes) • Pivotal WSP • Planned beneficiaries (Graduates) to be funded for workplace component of PIVOTAL programmes (FET & HET)

Pivotal Reporting • The definition of PIVOTAL programmes : • "PIVOTAL Programmes" means professional, vocational, technical and academic learning programmes that result in occupational qualifications and may include a knowledge component that is normally delivered at a further education and training college or a university as well as structured learning in an accredited training centre of an approved workplace". • Types of PIVOTAL programmes • Learnerships & apprenticeships • Internships & work experience related to diploma / certificate / vocational programmes offered at FETs, HETs and other accredited providers

  23. Pivotal Reporting • Examples of PIVOTAL Programmes: • professional placements, • work integrated learning, • apprenticeships, • learnerships, • internships, • skills programmes and • work experience placements.

Submission of Banking Details Public entities are required to verify all grant beneficiaries’ banking details prior to payment of grants. • Verification of Banking Details: • Cancelled cheque / copies of bank statement NO longer accepted. • New regulations call for a Bank Letter, which • (current – not older than 3 months), • signed off and stamped by a bank signatory confirming the banking details of the entity. • CFO/HR is to sign off on electronic version to confirm that all information submitted on WSP/ATR is correct.

  25. Submission of Banking Details • The letter from the bank to reflect the following information: • Name of Account Holder • SDL Number (all applicable) • Name of Bank • Name of Branch • Branch Number (MUST HAVE 6 DIGITS) • Account Number • Type of Account • BANK ADDRESS

INFORMATION TO NOTE • Sic Codes • Standard Industrial Classification Codes • NQF levels • Types of Learning • Summary of OFO (Organisational Frame- • Work for occupations) codes applicable to FP&M sector • Use OFO Version 12 (full version available on websites) • Identified jobs / occupations in the FP&M sector and mapped to OFO codes

SUPPORT FROM THE SETA Since the SETA intends going 100% electronic, the following observations have been made: We have small companies which may not have the capacity to make an electronic submission; Legislation does not compel companies to submit electronically only; Ongoing support may be necessary to assist companies to submit and comply.

SUPPORT FROM THE SETA Support systems in place The system is designed in such a way that as you capture, it reminds you of mandatory fields that lead to the approval of the WSP/ATR/PTR once you press the send button. Each Regional office employs a Manager, a Specialist and an Administrator who will be available at all times to assist struggling companies focusing on small and medium sized companies. Large companies will also be assisted where necessary. The SETA will employ Sector Skills Facilitators (SSFs) to assist existing internal capacity. They will be given a number of companies to visit and assist with the capturing of the WSPs. During the month of April the SETA, with the help of the SSFs, will focus on visiting the companies that submitted before but failed to submit during the 2011/12 submission process. Scoping the extent of the assistance needed

  29. SUPPORT FROM THE SETA During the months of May and June: Similar workshops as this but on a smaller scale will take place specifically to assists with capturing. Visits to companies will take place on request. In this case it is preferred that companies should cluster together. The SETA will put together a workshop where there are about 10 companies requesting assistance within the same area. It is recommended that employer organisations and unions should make a request for their members to ensure a good number of attendees. The SETA is looking at having an average of 6 people including the SSFs per region and 8 people in the head office, a total of 26 people, to assist companies.
