Below poverty line (2003): 54.1% HIV prevalence (2005):16.2% Life expectancy (2003): 46.3 Years HDI rank (UNDP 2005): 168th of 177 Successful transition: from civil war to peace & security. Prone to natural disasters.

The PARPA (PRSP) • I PRSP, 2000 • PARPA I - 1st generation of PRSP, 2001-2005 • Main Achievements: • Poverty reduction from 70% to 54% • Sustained and robust growth rates (about 7% pa) • Improvement of social indicators • Drawbacks: • No broad based growth • Sectoral approach • Cross cutting issues not well addressed

The PARPA (PRSP) • PARPA II – 2nd generation of PRSP, 2006-2009 • Process • 2005 to date: revision & formulation • Institutionalization of Poverty/Development Observatories (at central & provincial level) • Inclusive participation: provinces, civil society, private sector, development partners • Adoption of pillar strategy (based on Agenda 2025), • Integration of cross cutting issues, • Intersectoral approach, • Adoption of theme groups (Donor Working Groups) • Adoption of the PAF (Performance Assessment Framework) • MDG-ization (UN’s role) • 2nd MDG Progress Report (2005)

  7. Next steps… • Ensure that final PARPA II is MDG compliant, • Harmonization of ongoing PARPA sectoral assessment & costing initiatives, • Undertake MDG Needs Assessments and costing exercise,

  8. Challenges • Data problems • Double costing risk for multisectoral interventions • Capacity constraints, • Time constraints, • Donor compliance

  9. Expectations of support from the UN and other partners • High level technical support, • Capacity Building (Training) • Sustained funding • Strengthened coordination mechanisms • Transparency, accountability and partnerships.
