Section One Passage B Organizational Structure The structure of the performing organization often 1 the availability of resources in a spectrum from functional to projectized, with a variety of matrix structures in between. Figure 1. shows key project-related characteristics of the major types of organizational structures. constrains

  16. Section One Passage B Figure 2.Functional Organization Influences on Projects Figure 1.Organizational Structure

  17. Section One Passage B The classic functional organization, shown in Figure 2, is a 2 where each employee has one clear superior. Staff members are grouped by 3 , such as production, marketing, engineering, and accounting at the top level. Engineering may be further 4 into functional organizations that support the business of the larger organization, such as mechanical and electrical. Functional organizations still have projects, but the scope of the project is usually limited to the boundaries of the function. hierarchy speciality subdivided

  18. Section One Passage B The engineering department in a functional organization will do its project work 5 the manufacturing or marketing departments. When new product development is undertaken in a purely functional organization, the design phase, often called a design project, includes only engineering department staff. Then, when questions about manufacturing arise, they are passed up the organizational hierarchy to the department head, who consults with the head of the manufacturing department. The engineering department head then passes the answer back down the hierarchy to the engineering functional manager. independent

  19. Section One Passage B In a projectized organization, team members are often 6 . Most of the organization's resources are involved in project work, and project managers have a great deal of independence and authority. Projectized organizations often have organizational units called 7 , but these groups either report directly to the 8 or provide support services to the various projects. collocated departments project manager

  20. Section One Passage B blend Matrix organizations are a 9 of functional and projectized characteristics. Weak matrices maintain many of the characteristics of a functional organization and the project manager role is more that of a coordinator or expediter than that of a manager. In similar fashion, strong matrices have many of the characteristics of the projectized organization, and can have full-time project managers with considerable authority and full-time project administrative staff. While the balanced matrix organization recognizes the need for a project manager, it does not provide the project manager with the full authority over the project and project funding(Figure 1.).

  21. Section One Passage B Most modern organizations involve all these structures at 10 levels. For example, even a fundamentally functional organization may create a special project team to handle a critical project. Such a team may have many of the characteristics of a project team in a projectized organization. The team may include full-time staff from different functional departments, may develop its own set of operating procedures and may operate outside the standard, formalized reporting structure. various

  24. SectionOnePassage B - Notes • 1. in a spectrum from functional to projectized, with a variety of matrix structures in between.. • …… • 2. When new product development is undertaken in a purely functional organization, the design phase, often called a design project, includes only engineering department staff.

  25. Section One Passage B - Notes • 3. Then, when questions about manufacturing arise, they are passed up the organizational hierarchy to the department head, who consults with the head of the manufacturing department.

  26. Section One Passage B - Notes • 4. Weak matrices maintain many of the characteristics of a functional organization and the project manager role is more that of a coordinator or expediter than that of a manager.

  27. Section One Passage B - Notes • 5. While the balanced matrix organization recognizes the need for a project manager,it does not provide the project manager with the full authority over the project and project funding(Figure 1.).

  28. Section One Passage B - Notes • 6. The team may include full-time staff from different functional departments, may develop its own set of operating procedures and may operate outside the standard, formalized reporting structure. • 本句包含三个平行的动宾结构即“may include full-time staff from different functional departments”,“may develop its own set of operating procedures”及“may operate outside the standard, formalized reporting structure”。

  29. Section One Extra Reading • Fundamentals of Scientific Management • In the past the prevailing idea has been well expressed in the saying that "Captains of industry are born, not made" and the theory has been that if one could get the right man, methods could be safely left to him. In the future it will be appreciated that our leaders must be trained right as well as born right. • In the past the man has been first; in the future the system must be first. This in no sense, however, implies that great men are not needed. On the contrary, the first object of any good system must be that of developing first-class men; and under systematic management the best man rises to the top more certainly and more rapidly than ever before.

  30. Section One Extra Reading • The best management is a true science, resting upon clearly defined laws, rules, and principles, as a foundation. And further to show that the fundamental principles of scientific management are applicable to all kinds of human activities, from our simplest individual acts to the work of our great corporations, which call for the most elaborate cooperation. And, briefly, through a series of illustrations, to convince the reader that whenever these principles are correctly applied, results must follow which are truly astounding.

  31. Section One Extra Reading • The principal object of management should be to secure the maximum prosperity for the employer, coupled with the maximum prosperity for each employee. • The words "maximum prosperity" are used, in their broad sense, to mean not only large dividends for the company or owner, but the development of every branch of the business to its highest state of excellence, so that the prosperity may be permanent.

  32. Section One Extra Reading • In the same way maximum prosperity for each employee means not only higher wages than are usually received by men of his class, but, of more importance still, it also means the development of each man to his state of maximum efficiency, so that he may be able to do, generally speaking, the highest grade of work for which his natural abilities fit him, and it further means giving him, when possible, this class of work to do.

  33. Section One Extra Reading • It would seem to be so self-evident that maximum prosperity for the employer, coupled with maximum prosperity for the employee, ought to be the two leading objects of management, that even to state this fact should be unnecessary. And yet there is no question that, throughout the industrial world, a large part of the organization of employers, as well as employees, is for war rather than for peace, and that perhaps the majority on either side do not believe that it is possible so to arrange their mutual relations that their interests become identical.

  34. Section One Extra Reading • The majority of these men believe that the fundamental interests of employees and employers are necessarily antagonistic Scientific management, on the contrary, has for its very foundation the firm conviction that the true interests of the two are one and the same; that prosperity for the employer cannot exist through a long term of years unless it is accompanied by prosperity for the employee, and vice versa; and that it is possible to give the workman what he most wants high wages and the employer what he wants a low labor cost -- for his manufactures.

  35. Section One Extra Reading • It is hoped that some at least of those who do not sympathize with each of these objects may be led to modify their views; that some employers, whose attitude toward their workmen has been that of trying to get the largest amount of work out of them for the smallest possible wages, may be led to see that a more liberal policy toward their men will pay them better; and that some of those workmen who begrudge a fair and even a large profit to their employers, and who feel that all of the fruits of their labor should belong to them, and that those for whom they work and the capital invested in the business are entitled to little or nothing, may be led to modify these views.

  36. Section One Extra Reading- Listening & repeating • fundamental [ˌfʌndə'mentəl] n. 红利;股息;利息 • efficiency [i'fiʃənsi] n.

  37. Section One Extra Reading- Listening & repeating • self-evident ['self 'evɪdənt] adj.

In the past the prevailing idea has been well expressed in the saying that "Captains of industry are born, not made" and the theory has been that if one could get the right man, methods could be safely left to him.

  39. Section One Extra Reading - Notes • 3. And further to show that the fundamental principles of scientific management are applicable to all kinds of human activities, from our simplest individual acts to the work of our great corporate ions, which call for the most elaborate cooperation.

  40. Section One Extra Reading - Notes • 4. The words "maximum prosperity" are used, in their broad sense, to mean not only large dividends for the company or owner, but the development of every branch of the business to its highest state of excellence, so that the prosperity may be permanent.

  41. Section One Extra Reading - Notes • 5. It would seem to be so self-evident that maximum prosperity for the employer, coupled with maximum prosperity for the employee, ought to be the two leading objects of management, that even to state this fact should be unnecessary.

  42. Section One Extra Reading - Notes • 6. It is hoped that some at least of those who do not sympathize with each of these objects may be led to modify their views; that some employers, whose attitude toward their workmen has been that of trying to get the largest amount of work out of them for the smallest possible wages, may be led to see that a more liberal policy toward their men will pay them better; and that some of those workmen who begrudge a fair and even a large profit to their employers, and who feel that all of the fruits of their labor should belong to them, and that those for whom they work and the capital invested in the business are entitled to little or nothing, may be led to modify these views.
