  3. 03 budget heading “information, consultation and participation of representatives within undertakings” • Objective of the budget heading: “fund operations in order to ensure the conditions for fostering the development of employee involvement in undertakings by promoting […] Council Directive 2001/86/EC on employee involvement in the European Company (SE)‏ […]” • Only very few projects on SEs in the past

OBJECTIVES • To promote the setting up of new European Works Councils and to improve transnational information and consultation processes in community-scale undertakings; • To promote the setting up of information, consultation and participation structures in the context of European Companies, […] • To create favourable conditions for the setting up of information, consultation and participation structures within undertakings as foreseen in Directive 2002 / 14 / EC;

OBJECTIVES • To involve representatives of the new member States and of candidate countries in representation bodies; • To enable social partners to exercise their rights and duties regarding information, consultation and participation in Community scale undertakings, especially within the framework of their EWCs; • Tofamiliarise the actors represented at company level with Transnational company agreements; • To support the anticipation of change & resolution of conflicts in the context of corporate restructuring in community-scale undertakings

ELIGIBLE ACTIONS • Conferences, seminars, short training actions and exchange of information and of good practices involving workers' and/or employers' representatives • Analysis papers or studies on subjects related to social dialogue at company level, to the structures and bodies of worker representation • Means of dissemination: websites, publications, newsletters, etc.

  7. ELIGIBLE BENEFICIARIES AND PARTICIPANTS • From EU or candidate countries • Representatives or future members of information and consultation bodies • Trade union representatives • Management of companies • Members of employers associations • Experts nominated by social partners

  8. FINANCIAL ASPECTS Budget for 2010 : € 7 300 000 Average grant per project : € 130 000 EC Contribution : up to 80%

  9. FurtherCriteria • 1 year timeframe • Transnationality • Deadlines to apply for funding in 2010: • 09 April for actions commencing after 09 June • 03 September for actions commencing between 03 November and 22 December

Eligible applicant: registered in EU, trade unions, employer organisations, works councils, management, technical bodies (not-for-profit, training or research institutes; need to be mandated by a social partner organisation) Tasks: Before project submission: Develop the project concept Identify partners and associates Draft the project description Calculate the budget Formalise the partnerships Fill in application form, compile all necessary documents, verify formalities Organisational issues – Promoter/ Applicant • After project submission: • Sign the grant agreement with the Commission and thus bearing the responsibility for implementation • Implement the project/ organisational aspects • Coordinate activities and partners • Choose external experts • Manage payments • Draft reports • Disseminate results • EU audit (where appropriate)

Organisational Issues - PROJECT PARTNERS • "Partner" means an active institution or organisation involved in carrying out the project, for example by providing staff, material resources, funding • Partners (involved in project management) should provide a letter of commitment/partnership with the name, address and person responsible, explaining the nature of their involvement and quantifying (in terms of budget) their contribution (days of work).

Organisational Issues - PROJECT PARTNERS • Partners registered/having headquarters in one of the EU Member States and candidate countries (Croatia, Macedonia, Turkey)‏ • Trade unions, employer organisations, worker representation bodies, management, training or research organisations • NOT eligible: commercial bodies (independent consultants, conference organizers, etc.)‏

Organisational Issues – FINANCING • EC contribution: up to 80% of the project costs • 20% has to be financed internally by the promoter and the partners (staff costs of project team, direct financial contribution) • Budget consists of: • staff costs • Travel, accommodation and subsistence costs • Costs for translations, meeting rooms, interpreters, booths, dissemination • 7% overheads • External expertise (according to specific rules) • Necessary to collect and keep: invoices; contracts for external experts; pay slips, time sheets and signed declaration of number of dates spent of employed staff; copy of travel ticket/ boarding pass, signed attendance lists

PossibleConcept • Developing a training concept for BLRs in SEs/ transnational boards • Conducting pilot projects in for boards in MNCs/ SEs • Creating training material for future BLR trainings in SEs and boards under national law in multinational companies • Creating a network among trainers, exchanging training concepts • >> use training concepts in national schools afterwards
