Background • JD Edwards is a product provided by Oracle. • In 1998, NCTD purchased JD Edwards to support NCTD’s enterprise needs for financial management, contracts administration and management, asset management, and human resources management. • The system was last upgraded in 2010 (from version 8.1 to 9.0), but no changes other than the upgrade were done.

  3. Current State of JDE • JDE is a core business systemat NCTD. • NCTD has not fully maximized the use of JDE, as the initial implementation did not establish business processes, training for employees, and change management within the organization to support implementation. • NCTD through its Management Action Plan has: • Initiated the development of written business processes through an internal committee. • Contracted with SC&H for business improvement documents around key business areas such as accounts receivable, accounts payable, general ledger, and contracts administration. • Initiated discussions with Oracle to determine a framework to review our current system functionality to support recommendations for improvements. • Developed a proposal for Board’s consideration today.

  4. Proposed Scope of Work with Oracle • 118 day assessment with an assumption of 944 work hours at the following rates: • $341.88 for a Senior Practice/Tech Director • $310.63 for a Practice/Tech Director • $268.75 for Practice/Tech Managers • $248.75 for a Managing Principal Consultant • $248.75 for a Sr. Principal Consultant • $217.63 for Principal Consultants • $178.75 for Senior Consultants

Assessment and Deliverables • Assessment areas include: • Procurement Processes • Project Management & Project Accounting • Grants & Government Accounting • Fleet & Vehicle Management (non Revenue vehicles) • Real Estate & Facilities Management • General Accounting • Human Resources/Payroll/ Labor Time Entry • Information Technology Operations and Infrastructure • Technical Development • The deliverables from Oracle are: • Documented current-state assessment of all processes and their use of JDE • Recommended changes to integrate NCTD business processes with the JDE system • All functional and technical requirements required to implement the changes

  6. Oracle Sole Source Justification • The cost of this project is not-to-exceed $325,000. This includes the Oracle assessment cost of $279,142 and NCTD staff time of $45,858. • Sole source procurements with the Original Equipment Manufacturer are allowed under Federal Transit Administration regulations. • NCTD conducted a cost analysis of Oracle’s proposal and this analysis concluded that the price is fair and reasonable.

  7. Requested Board Action Authorize the Executive Director to award a sole source contract to Oracle America, Inc. (Oracle) to perform an assessment of the Oracle JD Edwards Enterprise One system and other applicable Oracle Systems at NCTD in the amount not-to-exceed $325,000.

  8. Next Steps • Assuming Board approval, Oracle will begin this work on November 1, 2013 with an estimated completion date of April 30, 2014. • Based on completion of Oracle assessment, there is a likelihood that NCTD will request Board approvals to support enhancements to JDE. • Software Upgrade to 9.2 • Customizations and improvements based on assessment
