SmartBUY a winner • Federal IT Procurement: Readers name 20 most-used federal contractsFederal Computer Week and Government Computer News surveyed a random sample of 91,622 readers in April and May about their IT buying habits. • The results yielded a list of the top 20 most used government IT contracts. The top five contain three contracts from the General Services Administration and two from the Department of Defense. The contracts are in rank order by the percent of readers who use them: • GSA SmartBuy - 35% • GSA Schedule 70 - 30% • Defense Department Enterprise Software Initiative - 18% • GSA FTS 2001/Networx - 18% • Army Small Computer Program - 16%.

And the awardees are: • We congratulate the following suppliers on receiving an award including: • SAIC at http://www.saic.com/about/; • Planet Associates at http://www.planet-gis.com/index.html; • ISC at http://www.isc.ca/; and • ONIX at http://www.onixnet.com/. • These geospatial information systems software providers offer a range of solutions for sophisticated geodata creating agencies, geodata consumers, and a wide variety of other potential users. • The existing SmartBUY will remain in force thereby providing access to ESRI, Inc.

  15. Work Group Highlights • Architecture & Technology WG • Interesting discussions have been initiated with GSA to partner around the GeoCloud initiative using apps.gov. GSA is interested in supporting the strategy to demonstrate value of computing and data sharing in the cloud. • Segment Architecture efforts are planning to use the ICAM (Security Segment) as a model. Continued work to partner in the architecture community remains a priority. • Geo-Enabled Business WG • On agenda today • Grants & Contracts – language in subcommittee, no status update.

  16. WG Highlights continued • Common Services WG • Electronic market survey in progress to ascertain agency needs and priorities. Have you done your survey? • SmartBUY Rollout Kit is live on FGDC website • SmartBUY formal announcement on December 17, 2010.

  17. WG Highlights continued • Lifecycle Work Group • Pre-validation Survey – in progress. Agency responses are delayed, but agencies seem engaged. This is a crucial step for any additional validation activity and may be the basis for the A-16 Ad Hoc Team for establishing an initial theme & dataset inventory. • Data Clean UpAgencies have identified 128 data set candidates for the A-16 Data Set Validation ExerciseAs of 1/07/0 four Agencies sent specific lists are still outstandingRemaining issues A few submittals are still not single Data Set Assets Some Definitions data set definitions need refinement • Validation toolDiscussions underway with 3 statisticians on approach and analysis algorithm • MetricsWork continues on refining life-cycle, financial and organization/administrative metrics • Walk through assessment • Finalizing assessments of first quarter walk through assessments will initiate evaluation of process and lessons learned in January • Will utilize results of evaluation and data call clean up to make 2nd quarter walk through selections. • Meeting with OMB has caused formation of A-16 Ad Hoc Team. This team will need inventory information from the survey to inform the revisions suggested by OMB.

Geo LoB Actions • Geospatial LoB met with the DOI-IRB in December to request transition to ‘steady-state’ to better fit our programmatic nature (Non-IT) • Met with OMB 1/8/10 where approval to transition to steady state was granted • Will set revised milestones in keeping with current work plans and support update to the IT Dashboard

Geo LoB FY2011 Contract • Draft tasks for planned contract have been posted to the MyUSGS website • This is for federal review only • Once comments are received we will evaluate and adjudicate if needed prior to submitting for contract review • USGS requires an NDA from all reviewers of the SOW • NDA will be posted to the share site for signature and fax return • Please review and comment on the draft tasks, in writing to Lew Sanford and Roxanne Lamb by January 30, 2010.

  22. HUD Meeting • December 17, 2009 • Hosted by Rafael Bostic • Asst. Secretary of Policy Development and Research at HUD • HUD reaching out to the Federal geospatial community, a number of CG members present • Goals • Develop a few projects that are focused on influencing specific policy decisions or actions so data collection, systems development, and messaging are focused toward that end. • Garner attention to the utility of geospatial tools so that other decision-makers would want to use them also and wonder why they are not. • Follow-up meeting scheduled for 1/22/10 • How does this effort relate to Place-Based Policy?   23. HUD Meeting Proposed Projects Coastal communities: Using geospatial analysis to help inform pre- and post-disaster decisions regarding where mitigation investments should be made. (NOAA Lead) Tightening Mortgage Practices: Using data on mortgage fraud collected by the DOJ, demonstrate the costs of foreclosure and fraud on neighborhoods and emphasize the need to improve and tighten state-level regulation (DOJ Lead) Cities in transition: Use data on brownfields, vacancies, and the like to help urban places experiencing long-term decline see their options for spatial investments to effect meaningful economic change. National Geospatial Forum • 1st Forum was December 9, 2009 • Audience - federal government geospatial executives • Discussion about the development of a national place-based policy • The event was hosted on-line, lasted one hour, and included a brief introductory presentation followed by a facilitated discussion between panelists and participants • Good event, met the goal of testing the technology • Video will soon be available, linked from the FGDC web site • Future Forums will be targeted to other stakeholders • Next Forum targeted for late March 2010 • 1/13/10 meeting of the planning team to begin development of the next Forum and identify topic and audience Contact: Arista Salimi Maher, FGDC, amaher@usgs.gov Read ahead: none

Place-Based Policy - Background • Executive Office of the President Memorandum M-09-28: “Developing Effective Place-Based Policies for the FY 2011 Budget, August 11, 2009” • OMB Budget Data Request No. 09-42: “Place-Based Policies and Programs” • “… to advance the Administration’s domestic and fiscal priorities and to increase the impact of government dollars by leveraging place-conscious planning and place-based programming.” • “Place-based policies leverage investments by focusing resources in targeted places and drawing on the compounding effect of well-coordinated action. Effective place-based policies can influence how rural and metropolitan areas develop, how well they function as places to live, work, operate a business, preserve heritage, and more.
