  2. The European Union countries are the main financial partners of the Russian higher school in the field of international scientific and educational cooperation 2012

  3. Russia is the main partner of the EU countries in the FP7 Cooperation. FP7projects participation of Russia in comparison to other non-EU Countries

  4. Scientific and educational cooperation of Russia and EU countries has developedsuccessfully since the early 90s and relies on successful experience of cooperation with the USSR. Russia participates in projects of the leading international scientific centers such as CERN, DESY, GSI, XFEL. Russia is a participant of the large international projects (ITER, DIAMOND, FAIR, ESRF).

  5. Russia undertakes efforts on expanding the international cooperation with the purpose to move to a new level of interaction with the European scientific community.The Government takes the following initiatives to build and upgrade the infrastructure of science : • International Center for Neutron Research based on the PIK reactor, • Nuclotron-based Ion Collider fAcility (NICA), • Russia-Italian project of experimental tokamak IGNITOR, • 4th Generation Dedicated Synchrotron Radiation Source, • Exawatt Center for Extreme Light Studies, • Super Charm-Tau Factory.

  6. Currently, Russia is in observer status with CERN, and will receive the Associate membership. Expected contribution of the Russian Federation to the international Mega-science experiments:

  7. The President’s initiative for creation a network of Open Access User Facilities based on unique scientific equipment available in research and educational centers is ongoing. It includes 7545 pieces of unique scientific equipment of 7545 devices in more than 1000 organizations, including about 100 foreign organizations from EU, US, CIS.

In Russia the network of national research universities is created.The Government initiative on competitive support of University Programs is being implemented to promote competition among the world leading research and education centers.By now, 15 universities have received Government funding to support the plans of action for the Competitiveness Growth Programs. The Government expenses for the Program “5/100”:

In 2013 the Russian Federation established a new entity – the Russian Science Foundation.Mission of the Russian Science Foundation: financial and institutional support for fundamental and applied research, training for scientists, promotion of the leading scientific groups.The mission of the Russian Science Foundationincludes funding of international science and education cooperation.The Russian Science Foundation budget:

Along with the development of traditional forms of the international scientific and education cooperation it is offered: • To expand student exchange programs • To develop practice of inviting foreign scientists and teachers to leading research universities in Russia. • To expand participation of foreign scientists in experiments of the Mega-Science Projects and expand involvment of the Share Research and Education Centers in international cooperation.
