  1. Fire and Smoke WorkgroupWRAP Spring Meeting 2019 Update and Co-chairs: Sara Strachan, Idaho DEQ Bob Kotchenruther, EPA Paul Corrigan, USFS Contractor: Matt Mavko, Air Sciences Inc.

Fire and Smoke Workgroup Goals • As a reminder, the activities of the Fire and Smoke Work Group (FSWG) equally supports • Regional Haze planning • Exceptional events demonstrations • & other related activities around NAAQS SIPs and TIPs • Currently, the FSWG is focused on • reviewing the treatment of fire and smoke emissions in current/recent modeling studies, • supporting emissions inventory development for Regional Haze SIPs, • scoping possible ranges of future year contributions from fire, • evaluation of state-by-state Smoke Management Programs, • surveying and compiling information about Exceptional Events assessment efforts, and • improving coordination between state, tribal, and federal agencies. Fire and Smoke Workgroup Accomplishments http://wrapfets.org/ • User Survey of Fire Emissions Tracking System (FETS) • Goal to gauge how FETS was being used & how to improve. • Survey responses were gathered and analyzed. • Substantial updates & improvements were identified. • Could be future work for workgroup if prioritized and funded. • Work on Exceptional Events tracking • A resource document listing key data sources and web links was compiled • Document publicly available on WRAP website and EPA EE website • Review of State Smoke Management Plans • To date, 4 states surveyed: WA, OR, ID, UT • Each state is at a different point in their plan development • Identified that it would be useful to have easy access to each states’ current plan information • Workgroup beginning implementation of a publicly available format to deliver info

Fire and Smoke Workgroup Accomplishments • Base Year (2014) Fire Emissions Inventory • White paper developed to provide background info, ideas, and scope the project • Data review tool developed to allow States to review 2014 NEI v2 fire emissions data. • Many states reviewed data and made substantial updates for 2014 fire EI. • Submitted updated 2014 fire EI to Regional Haze modelers • Representative Baseline (5-year) Fire EI • Needed because regional haze modeling is applied to a 5-year monitoring period, so fire EI needs to be applicable to those 5 years (not just 1 year) • White paper developed to provide background info, ideas, and scope the project • Convened Representative Baseline and Future Fire Scenarios Working Group (RBFFS) within FSWG to focus on this effort.

Fire and Smoke Workgroup Current Work Focused on Representative Baseline (5-year) Fire EI development • Convened Representative Baseline and Future Fire Scenarios Working Group (RBFFS) within FSWG to focus on this effort. • Reviewing what was done for previous Regional Haze SIPs. • Reviewing where improvements can be made to previous process. • Focused on developing methodologies that can be implemented within existing deadlines based on air quality modeling needs.

Fire and Smoke Workgroup Future Work Future Fire Scenarios for 2028 • Likely default will be to hold 5-year baseline fire constant in 2028 • Then use future fire scenarios to look at fire impact sensitivity in 2028 air quality modeling • Workgroup will explore methods to modulate future wildfire and prescribed fire activity based on baseline 5-year EI starting point • Workgroup will generate future fire EI scenarios for model sensitivity analysis Smoke Management Plans • Implement deliverable: map-based links to State information on WRAP website
