  9. 802.21 Ideal for Media Independent Coexistence Work Has established relationships with 802.11 & 802.16. Has established relationship with IETF for higher layer and internet transport issues. While SCC41/1900.4 may be ideal approach for cell/3G systems, 802.21 is best suited to serve unlicensed technology users. 802.21 does not impose general architecture 802.21 does not depend on network or terminal "manager". 802.21 approach is based on media-specific messaging for specific purposes. 802.21 effectively coordinates information sharing between RATs. 802.21 media independent server can facilitate access to FCC dbase and can "register" unlicensed users by location for coexistence purposes. 802.21 media independent server ideal for coordinating quiet periods across RATs for sensing.
