Disability Employment Initiative • The DEI is jointly funded by DOL’s ETA and ODEP. • Beginning in 2010-2012, DOL awarded over $63 million to twenty-three states for 3 years to improve the education, training and employment opportunities and outcomes of youth and adults with disabilities who are unemployed, underemployed, and/or receiving Social Security disability benefits. 7

Disability Employment Initiative • The three rounds of DEI states are: Alaska, Arkansas, California, Delaware, Florida, Hawaii, Illinois, Indiana, Iowa, Kansas, Louisiana, Maine, Massachusetts, Minnesota , New Jersey, New York, Ohio, Rhode Island, South Dakota Tennessee, Washington State, Wisconsin, and Virginia. 8

Disability Employment Initiative • The DEI mandates implementation of at least 3 of the following strategic service delivery components, based on best practices in the public workforce system for serving persons with disabilities: Integrated Resource Teams, Blending and Braiding of Funds/Leveraging Resources, Customized Employment, Self-Employment, Guideposts for Success, Asset Development Strategies, and Partnerships and Collaboration. • DEI projects must replicate and refine successful models based on these service delivery strategies. 9

  10. Outcomes WIASRD Data from Oct. 2009-Sept. 20120 showed: 1. The percentage of exiters with disabilities in DEI states was 6.5%, 51% greater than the percentage for all states which was 4.3%. 2. The percentage of exiters with disabilities in DEI pilot sites was 5% higher than in DEI comparison sites. 3. The percentage of exiters with disabilities in all DEI sites, whether pilot or comparison, were significantly higher (79%) than for all states. 10

Outcomes • All 9 Round 1 and 7 Round 2 DEI projects have become Employment Networks (ENs) Under SSA’s Ticket to Work Program. • The workforce ENs have moved to the operational phase and beginning to collect revenue. • For example NY has 144 Tickets assigned with revenue of $379,246; Virginia has 69 Tickets assigned with a revenue of approximately $34,000. 11

PARTNERSHIPS & COLLABORATION • The key to the DEI is partnerships and collaboration. • All the DEI projects have developed and maintained successful partnerships with the local VR agencies. • These partnerships benefit the American Job Centers (AJCs) and the local VR agencies’ customers. • You will soon be hearing from two of our must effective DEI projects, and a big factor in their success is the close working relationship between the AJCs and the local VR agencies. 12

  16. Disability is Everyone’s Business • Persons with disabilities are the single largest minority group in the country and growing. Approximately 1 in 5 Americans have a disability. • 2/3 of persons with disabilities have a significant disability. • 80% of persons with significant disabilities remain unemployed and want to work. • “If we live long enough, it is a minority we all join” - Shapiro 16

The Disability Employment Initiative • Bridge among workforce, social service, non profit, and education agencies in serving individuals with disabilities. • Core Partnerships: Education, Employment and Training (American Job Centers), Division for the Visually Impaired, Vocational Rehabilitation, Substance Abuse and Mental Health, Youth Rehabilitative Services, Juvenile Probation and Parole, Social Services, Economic Development, Prevention and Behavioral Health, Developmental Disabilities Services, Workforce Investment Board, Veterans Groups. 17

The Disability Employment Initiative • Fills an essential need/gap between systems. • VR: ancillary services (housing, food, programmatic access), engagement of youth with disabilities as early as age 14/15. • Employment and Training: disability expertise, engagement of youth within Job Centers. 18

Delaware Initiative and Highlights • Assistive technology assessment, upgrade, and training in each of our state’s American Job Centers. • Formal partnership with Employment and Training’s W.I.A. funded youth programs. • Weekly job seeking skills and mentoring courses held by our staff in youth detention, treatment, and adjudication centers. 19

  20. Delaware Initiative and Highlights • APEX initiative launched in collaboration with Social Services and the Economic Development Office. • $tand by Me financial empowerment initiative launched in collaboration with Health and Social Services. 20

Delaware Initiative Outcomes • Within 2 years of receiving the grant: • 6 Core Staff In Place (4 Disability Resource Coordinators, 2 Employment Specialists). • Over 500 persons with disabilities served (300 being primarily at risk youth with disabilities). • 200 enrolled for ongoing case management/multiple services over an extended period of time. • 45 successful outcomes to date (education, employment, and documented gains in self sufficiency). • 200 more on track to have a successful outcome by the end of the grant. 21
