University District Parking Plan: An Assessment and Recommendation for Improvement METHODS ● NEIGHBORHOOD SURVEYS ● TRAFFIC AND PARKING COUNTS ● ONLINE SURVEYS ● NEIGHBORHOOD MEETINGS • KEY RECOMMENDATIONS • Expand CABS Bus Service • Institute a COTA payroll deduction for OSU employees • Institute carpooling program organized through OSU • Adjust OSU permit system to allow students to pay on a quarterly basis • Limit city parking permits to no more than four per household • Provide visitor permits on a date basis • Institute grant program for development and maintenance of off-street parking • Provide additional metered parking for businesses • Develop gateway markers and information kiosks for business areas identifying parking areas • Advertise OSU garage availability for evening and weekend parking • Develop and improve the bicycle network in the University District • Institute a maximum number of parking spaces required under the zoning code • Encourage shared parking • Increase safety through improved lighting and increased patrols • Institute volunteer citizen based enforcement program for parking violations • SURVEY RESULTS • 337 residential surveys-1,124 adults , 49 children • 83% of all adults own a vehicle in the University District • 89.5% of all available off street spaces are used • 43.1% pay an off street parking fee • 70.8% of visitors park on the street • 17.3% of which park more than a block away • 24.4% of visitors park off-street in a driveway or other off-street lot • 64.8% of survey respondents attend OSU • 62.2% walk to work or school, 26.2% drive • 3.3% use COTA, 3.1% use CABS • 47% live in a permit parking area • 193 permit parking passes in 158 households • 25% of people not living in a permit area would favor implementation • Safety, more parking, and parking safety were the three improvements that residents were most supportive of. • Residents identified their biggest problem was lack of parking during the day and most frequent problems they encountered were illegal parking, and parking noise. • Online Surveys • Residential: 190 households, 595 adults, 20 children • 2.73 cars per household, 75.3% of all available off street spaces are used, 47% pay an off-street parking fee • 205 permit parking passes in 124 households • Commuter: 122 respondents, 94.5% drive to University District alone • 20% report that they received a parking ticket for illegally parking off-campus in a permit area. 20% percent received tickets for expired parking meter. 10% received tickets for parking in front of a fire hydrant, driveway, or intersection. • 53 business surveys • 320 off street spaces, 6.4 spaces per business, 39% of businesses share parking and 43% businesses stated that their customers park on the street
