Recent developments in IRPSM Ph-1 : • Umbrella work concept implemented in IRPSM from 2018-19 onwards : • Steps involved are as under– • Forwarding of normal Proposals to Board as per Sanctioning powers. • Clubbing of received proposals in Board to create an Umbrella Work. • Sanctioning of Umbrella Work and printing of same in Pink Book using RBCS application. • Importing data from RBCS into IRPSM. • Marking and distribution of Umbrella Work to different Railways. • Proposal creation under an Umbrella Work at Zonal Railways. • Sanctioning of Proposals under an Umbrella Work. • Outlay Distribution to sanctioned proposals under and Umbrella Work.

IRPSM Phase- I - Progress Monitoring IRPSM Monthly Progress feeding of sanctioned works Can fill both Physical & Financial Progress • Sanctioned works are allotted executing agency. • Executing agency creates a Main Coordinator. • Main Coordinator may create several Progress Reporting Officers. • Progress can be feeded till 7th of every month, after which it is counted as late. • Provision of Exception report is available to view details. • Along with Physical & financial progress following are also captured – • Target Date • Environmental Clearance • Design & Drawing Status • Land Acquisition • Award of Contract Status • GAD Plan Status • Estimate Status • Tender Status • Completion Report PCE/GM CEPD PHC (Plan Head Coord.) IRPSM Ph- II – Status and further steps-1 • Course of Action at CRIS: • Master data should be obtained from IREPS directly to ensure minimum user interference in maintaining of master data. • 2. SOR item details can be taken directly from IREPS after LOA/Agreement module is prepared in IRPES. • 3. Contractor details can be taken directly from IREPS after LOA/Agreement module is prepared in IRPES. • 4. Tender details etc can be taken directly from IREPS after LOA/Agreement module is prepared in IRPES. • 5. Afterward, MB and billing modules can be started, in which ITEM details and contract details will be taken directly for further processing. • 6. User Login authentication.

  43. IRPSM Ph- II – Status and further steps-2 (Board) 1. It was planned to link all the sanctioned works with their respective bill details passed in IPAS application using Project ID of work in IRPSM. 2. To achieve step 1 above following activities has been planned to be completed – (a) Linking of Existing works of IPAS with IRPSM project id. (around 3500 active works as of Aug-17). (b) Linking of Works in IRPSM with their bill details in IPAS, for works not present in IPAS. (around 37000 active works as of Aug-17) (c) For all new work’s bill being passed in IPAS, project id must be linked along with bill details. 3. As per above plan, step 2(a) has been completed by Engineering Directorate and linking for around 2096 works out of 3485 works has been completed. But, there are many duplication of works in IPAS and mismatch of Source of Fund between IPAS and IRPSM application, against lot of works. Therefore, this need to be verified by concerned finance. Finance Directorates of Railway Board, may issue instructions in this regard. 4. Regarding Step 2(b) and 2(c) also, Finance Directorates and Engineering Directorate of Railway Board may issue the instructions to concerned personnel/offices.
