MSC Overview Who we are: 70 personnel (50% active duty, 50% civilian) Consisting of 57 engineers What MSC Does: Commercial Vessel Plan Review ~50+% Provide Technical Guidance to the Field Classification Society/Third Party Oversight Policy Implementation and Interpretation Response & Investigation Support Salvage Engineering Response Team (SERT) What I do: H1 Plan Review Stability (Intact, Damage, Sail, etc.) Structures (Hull, Superstructure, Mast & Rigging, etc.) PSST Support

Plan Review Process PLANS RECEIVED VIA EMAIL & MAIL (msc@uscg.mil) • Reviewed on first in-first out basis • If you need something expedited, have the OCMI request PROJECT ENTRY, PRIORITIZATION & ASSIGNED TO MEMBER ENGINEERINGREVIEW PLAN APPROVAL &CORRESPONDENCE EMAIL DISTRIBUTION & RECORDKEEPING (MISLE) AVERAGE CYCLE TIME: 18 DAYS (GOAL OF 30 DAY MAX)
Where to start? • 46 CFR 177.202 • List what plans are typically required • # of copies • OCMI may require additional info/plans • Determine who will review what • MTN 01-03 is a great tool for this • Plan Review Guides (PRGs) Plans MSC Typically Reviews: • Structure plans/calculations • Inclining/Stability calculations • Electrical diagrams/analysis • Piping Diagrams/calculations • Major Conversion determinations • Vital system automation Plans OCMI Typically Reviews: • Fire Safety Plans • Simplified Stability Tests • Drainage • Minor Equivalency Determinations • Minor Modifications/Repairs • General Arrangements

Plan Approval Extension Vs. Sister Ship • PAE (46CFR177.210) • Proper Documentation • Issued by approver of parent vessel (MSC or OCMI) • Extends Plans to future vessels with the following assumptions: • Built to Same Plans • No Reg Change • Owner of Plans specifically authorizes use • No modifications • All comments apply • Sister Vessels • Just Stability • NVIC 14-81 • Lightship Characteristics must be the same • Assumptions: • Same Yard • Same Plans • Within two years • Attestation by builder • Should we sister to an SST?...I don’t think so.
Part II T-Boat Stability
Ways to get a stability letter? • Two primary methods: • Simplified Stability Test (SST) CFR 178.330 • Subchapter S CFR Part 170 Subpart F • Deadweight Survey • Inclining Experiment (including Air Inclining) Subchapter S is always allowed!
Simplified Stability Test • Simulate the most unstable loading condition • Heel the boat over and as long as it doesn’t heel too much (submerge the immersion mark), you are good! • It is a proof test: has no baseline to go back to and use for analysis
Pontoon Simplified Stability Test • Protected Waters only • MSC Staff Engineer will assist with the test • Heel the boat over and do area calculations • It is a proof test: has no baseline to go back to and use for analysis
Subchapter S Route • Deadweight Survey Outcomes: lightship weight, LCG, TCG, and assume a conservative VCG • Inclining Outcomes: lightship weight, LCG, TCG, VCG
Modifications and Weight Changes Subchapter S: MTN 04-95 • Considers the aggregate weight change • Groups the weights into “known” or “unknown” categories • Based off the percentage of weight change in relation to the lightship value AND LCG shifts, dictates outcome
