  2. NPS Program Budget 319 Funding • 319 funding has been drastically cut by Congress, and will continue to be cut in the coming years. • In FY-2011 $380,421 was allocated for project implementation in the Weber River Watershed

  3. NPS Program Budget State NPS Funding • The Water Quality Board has agreed to continue giving the State NPS Program funding for the next several years. ($1,000,000) • This funding is used for project implementation, studies, monitoring, and was used to help cover some of the cuts to the 319 program.

  4. Just Because Your Project is Not in the Target Basin You May Still Receive Funding • FY-2011 NPS Funding • $236,162 was given to 8 projects located outside the targeted basin. • It never hurts to apply for funding.

The NPS Funding Process Early April-Mid May- Solicit Pre-proposals Mid-May through Early June- Projects will be ranked and evaluated Early June- Projects selected for funding will be announced July 1st- Final NPS Proposals Due August 1st- Final 319 Proposals Due August 1st- October 1st- Final proposals reviewed internally and corrections made by project sponsor Mid November- Final 319 Proposals to EPA April-May- Funds made available to Project sponsors

  6. Pre-proposals • Pre-proposals for nonpoint source projects are solicited in early April. This includes State NPS and 319 funding. • These pre-proposals usually need to be submitted by Mid May. • Proposals should be submitted on a State NPS funding application. Applications should be 1-2 pages long, and should be an executive summary of the project. • From May - June projects will be evaluated with the assistance of the NPS Task Force. • Projects will be divided into three bins: • Fund with NPS funds • Fund with 319 funds • Do not fund • Applicants will be informed on the status of their proposals by mid June.

  7. NPS Funding Fill out the NPS Funding application and submit it to DEQ. Often times the pre-proposal will suffice assuming that it was filled out correctly with sufficient information. Funding will be available for the project by July 1st of that year. 319 Funding Begin writing the proposal in EPA Format. Full Proposals, Project summary form, and QAPP will be due by August 1st for DEQ review. The final proposal will be submitted to EPA by November 15th. Funds will be available in the spring of the coming year. Congratulations!! Now What??Depending on the source of your funding you will need to start the intensive application process.

  9. Title Page Must Contain: • Project Title • Lead Agency • Primary Contact • Project Location-Degreeminute Seconds • Project Summary- 150 words or less • Anticipated Project Start and Completion Date • Fiscal Summary-TotalProject Cost/ Project Match • Project Partners

  10. Scope of Work • Introduction and Problem Statement • Impaired Waterbodies • Pollutants of concern • Sources • Watershed Description • Goals • What is the overall goal of the project? • Tasks • Description of specific activities that will help achieve the above mentioned goals.

  11. Project Evaluation • How will you monitor project success? • Project Maintenance

  12. Project Schedule A detailed timeline stating when various stages of the project will be completed.

  13. Project Budget • Must document the cost for each task as well as the source of match that will be used to obtain match.

  14. Project Summary • This form will help data entry into GRTS. • This will be an executive summary of the project • Much of this form you can copy and paste from the full proposal.

  15. QAPPs • Quality Assurance Project Plans are used to document how the project success will be measured. • All QAPPs must be signed by Monitoring Section Manger (Jim Harris), and the NPS Coordinator (me). • Work with your DEQ contacts to create this document.

  16. A few tips for writing your proposals • Find specific projects • Develop your watershed plan and determine what area you plan to focus on. • The state has gone away from the shotgun approach, and so should you. • Any projects that you would like to fund that were not included in the proposal need to be approved by the EPA and the State.
