  1. The Question of Days Due OAEP Conference May 8, 2012 Craig Haney EMIS Services Coordinator SCOCA

  2. Question on Days Due • Dealing with what two entities. • ODE Requirements • EMIS • ODE requires a minimum of 178 days in session. • Less up to 5 calamity days. • Base minimum would be 173. • EMIS wants only those days reported where school was open and students were required to attend.

  3. Days Due • Typical Breakdown Total Calendar days 182 Less 2 In-Service Days - 2 Less 2 P/T Conferences - 2 Total Instructional Days 178

  4. Days Due • Calendar with “Waiver Days” Total Calendar days 182 Less 2 In-Service Days - 2 Less 2 P/T Conferences - 2 Less 3 Waiver Days - 3 Total Instructional Days 175 • In this scenario, EMIS wants only those days reported where school was open and students were required to attend. • ODE accepts the “waiver” days as instructional days while EMIS Does not.

  5. Days Due • Districts granted “waiver” days who have Calamity Days • Calendar with “Waiver Days” Total Calendar days 182 Less 2 In-Service Days - 2 Less 2 P/T Conferences - 2 Less 3 Waiver Days - 3 Total Instructional Days 175 Less 3 Calamity Days - 3 Total EMIS Calendar Days 172

  6. Days Due • Districts granted “waiver” days and who have calamity days would still be in compliance with state standards. • In ODE’s view, “waiver” days are considered instructional days for meeting the minimum days due. • However, EMIS does not. They want only those days reported where school was open and students were required to attend. • They use the calendar for percent of attendance calculations only.

  7. Days Due • However…. • Funding transfers for Open enrollment could be affected based on total days reported on the DASL calendar. • Example: • District A had three waiver days and three calamity days for a total of 172. • District B had no waiver days and three calamity days for 175 • Will this affect the amount transferred or received?

  8. Days Due • References • Kevin Casterline • School Finance • David Ehle • ODE EMIS
