This project aims to develop curricula for two joint doctoral schools in Montenegro and Albania, focusing on natural sciences and technology, as well as economy and tourism for sustainable development. The project will also work towards accreditation of these doctoral schools.

A4.1 Curriculum development for two doctoral schools • Doctoral school “Natural sciences and technology for sustainable development” placed in Montenegro (University of Montenegro) • Deliverable: Curricula book for Joint pilot school in Montenegro • The curricula for Joint PhD School "Natural sciences and Technology for Sustainable Development" will be developed. It will be of multidisciplinary type with two tracks: Natural sciences for sustainable development Technology for sustainable development. Centre for Doctoral Studies at UoM will be responsible for establishment and maintaining the school, while each track can be entrusted to the parent institution at UoM or made interdisciplinary between similar parent institutions. Faculty of Natural Sciences will be responsible for first, while the second one will be between Faculty of Electrical Eng, Faculty, Mechanical Eng, Faculty of Civil Eng, Faculty of Metalurgy and Technology, BioTechnology Faculty and Maritime Faculty. All partners, especially from EU universities will actively participate in preparing these curricula. • Work plan: 32 weeks (8 months) Novembar 2019-June 2020 Kick-off Meeting, Montenegro, February 2019

A4.1 Curriculum development for two doctoral schools • Doctoral school “Economy and Tourism for sustainable development” placed in Albania (University of Shkoder) • Deliverable: Curricula book for Joint School suited in Albania (Shkoder) • The curricula for Joint PhD School “Economy and Tourism for Sustainable Development” will be developed. The main pillar of development curricula will be Faculty of Economics of Shkoder University that already has experience in development similar MSc programme (through the one of previous Tempus projects). All partners, especially those from EU will actively participate in preparing those curricula. • Work plan: 32 weeks (8 months) Novembar 2019-June 2020 Kick-off Meeting, Montenegro, February 2019

  7. A4.3 Accreditation of the Doctoral schools • Deliverable: Final version of accreditation application. Decisions on accreditation. • Before the start, the PhD Schools need to be accredited by the responsible bodies in both countries. Preparation of accreditation documents is not an easy task and we expect several corrections until the final application. The national accreditation regulative of each country when the school will be suited should be taken in consideration. The national working group for accreditation (nominated by SC) will take care about accreditation and will be in open for cooperation and any correction of the required documentation. • Work plan: 16 weeks (4 months) June 2020-Avgust 2020 Kick-off Meeting, Montenegro, February 2019

We need a road-map from Curricula to acredited Joint doctoral school Since the acreditaton of Doctoral school is the most critical part of the whole project we should think of all possible obstacles that we might face. First thing to be discussed during Marchare legal frameworks in Montenegro and Albania for establishing joint doctoral school: • Is it legally possible to establish doctoral school, is anticipated by Law on higher education in Montenegro and Albania? Law on higher education in Montenegro says nothing about Doctoral school (university, faculty, art academy, institute, organisational unit, study programe). • Is Doctoral school going to be organizational unit of the university (like faculty) which offers different doctoral study programs, or Doctoral school is a single study program with very flexible curriculum (lot of different modules). Or „Doctoral school in natural sciences“ should be just the short name for collection of different study programs in mathematics in natural sciences with interconnected curricula, and all these programs are administrativly governed by the university (not faculty). • Do we need only acreditation or may be we need to licence the Doctoral school (like we need the licence to run the faculty). • In Law on higher education there is a possibility for Joint study programes (we need to ask Govermmant of Montenegro to run the joint study programe with foreign institution), but what about joint Doctoral schools? • Are there legal procedures in Montenegro and Albania to acredite study program in english? Right now it not possible in Montenegro to acredit study programe in english, because the procedures are not drafted yet. • How long does it take, according to Law, to acredit new study programe (study programe in montenegrin or albanian language)? Action plan After we clarify the exact meaning of Joint doctoral school in the laws on higher education, and after we learn what is the deadline for submitting acreditation papers in both countries we should sinchronize activities for acreditation in Montenegro and Albania, and rethink the begining of Activities 4.1 and 4.3. First task in Activity 4.1. for both teams is to discuss and adopt the structure of the doctoral school, i.e. specify study programmes that should be provided in each school. Action plan Second task: Each team should discuss and adopt the structure of the curriculum (number of obligatory courses, number of elective courses, courses that are offered on the level of doctoral school for students inall study programs, courses offered at the level of study program etc.) Third task: Both teams produce curricula book for each study program in both Doctoral schools. Fourth: Going to Activity 4.3 to prepare papers for the application for acreditation. Kick-off Meeting, Montenegro, February 2019
