Guidance by the EAA-regulation I Other Gods and Services includes: • Inputs listed in para 2.108 (Annex I)(rent of buildings, fees, accountancy, transport, communication, insurance, bank charges, artificial insemination, membership of professional associations, licenses, small tools, working clothes etc. • Any other intermediate consumption not included elsewhere. Guidance by the EAA-regulation II Intermediate consumption excludes: • Inputs and costs listed in para 2.109 (fixed capital formation, compensation of employees, rent for land, costs related to acquisition of property, taxes, private household costs etc; • A grey zone exists!   5. Why these big differences in figures? • Different agricultural structure • Different level of salaries (in services) • Not all relevant costs are included • Costs are included but should not be • Costs are valuated too low • Costs are valuated too high Valuation of Other Goods and Services

  6. Proposed actions • Countries are asked to submit detailed breakdown on Other Goods and Services by the end of January(a template will be submitted) • Eurostat will conduct analyses on the data and submit the results by the end of March(can also include a list of issues to be dealt with at the next working party) • Feed back from the countries by the end of May on plans for revisions • Please include the revised data in the final data in September 2010 Valuation of Other Goods and Services
