Belgium : Federal state with Decisions at different levels  Federal government 3 regions : Flanders, Wallony, Brussels-Capital matters bound to “soil” 3 communities : Flemish, French, German speaking 10,7 = 6,3 4,3 0.07 million people matters bound to “people and culture”  Flanders Wallony University teaching and public research is run totally independently by the 2 main communities in the regions in which they have authority: Flemish : Flanders, Brussels-Capital VL[aams] French : Wallony, Brussels-Capital FR[ançais] with some noticeable exceptions for public research Brussels-Capital Belgium report C.   23. www.f-i.be A collaboration across several borders • Fundamental Interactions: at the boundary between theory, phenomenology and experiment • Structured network of all (14) Belgian groups involved in HEP • 4 European partners: NIKHEF, Pisa, Durham, Paris Sud • Board & management structure: common advertising and hiring of postdocs, meetings, seminars • Funded by the federal government (IAP, Interuniversity Attraction Poles program phase 6) • 5.8M€ for 2007-11 - used mainly for PhD + postdoc hirings • Previous phase (02-06) : 3.9M€ - mainly for postdocs hirings Future ? FWO • Steadily budget increase since 1999: OPERA, H1 upgrade, AMANDA, ICE³, CMS, Tier2, NA62 • Policy of reduction of Low Energy Programme around the U.C.Louvain cyclotron • Fixed envelope following ± inflation • No budget increase in 1999 even for CMS funding • No reduction of LowEnergy Programme: research around large accelerators: HERMES, ISOLDE • Improvement in 2006 with the creation of a new budget line for large projects • Yearly fluctuations due to the system of envelopes µ requests Belgium report C. The IMPROVEMENTS • « Recruitment of young academic staff to replace substantial fraction of community that was close to retirement »  about 20 young academics recruited over a total of ~55, both TH and EXP but less on Flemisch side > no more tenure positions at the FWO (only at universities) • « Difficulties in obtaining HEP funding at FWO » new funding program « Big Science » launched in 2006 – for participation to CERN, ESRF, ESO and EMBL research – main part went to CMS and ISOLDE Belgium report C. The NEW OR REMAINING WORRIES • « Recruitment of young academic staff is specially difficult in the Flemisch community (no tenure position at FWO) » • « No more IWT grants for HEP thesis » • « HEP funding at FWO  still fluctuating (no long term budgets)  problem for CMS M&O in 2011 running budgets might be limited too 100k€/year/project! difficulties to hire new technicians and logistic supports» • « Future of the IAP funding uncertain »  possible significant decrease of the # of postdocs from next year onwards! possible significant decrease of the theoreticians running budgets • « Future of FNRS support unknown (the rules will change this year) » • « To few R&D activitiy and not in all experimental groups (lack of manpower, lack of technical support, not encouraged » • « Probably no long term future (no more tenure position) for neutrino physics (OPERA) and spin-off activities (CC)» Belgium report C.
