Why You Need the Defense Base Act Insurance In order to protect workers who weren’t military men, the Defense Base Act (DBA) was enacted in 1941, and compensation plans for federal government employees were extended to ports and offshore employees. The program was first expanded to cover people working on US military bases overseas. Then, it was further extended to several federal contractors working outside the United States.
