COPC • OBJECTIVES: • Promote free and open exchange of information concerning numerical weather and ocean prediction modeling efforts, data resources or problems, and atmospheric, oceanographic, and satellite products. • Develop cooperative agreements for technical support and interface requirements, where appropriate. • Identify areas where expanded coordination efforts are needed and recommend plans of actions.

WG/CSAB • The Working Group for Cooperative Support and Backup (WG/CSAB) serves as the executive agent for COPC. • The principal focus is: • To coordinate and document the cooperative support and backup requirements related to the data collection and processing, and the development and dissemination of centralized meteorological, oceanographic, and satellite products within the federal government, which are the responsibility of the major operational processing centers (OPC) of the Departments of Commerce and Defense. • In addition to membership from the OPCs, the NWS Telecommunications Operations Center (TOC), which manages the NWS Telecommunication Gateway (NWSTG), also serves on the working group.

COPC Documentation • Data Acquisition, Processing, and Exchange (DAPE) Memorandum of Agreement (MOA) • Environmental Satellite Data Annex and the Technical Reference 1 • Interagency Environmental Modeling Concept of Operations (IEMCO) • The Federal Plan for Cooperative Support and Backup Among Operational Processing Centers(FCM-P14-2012) • Not on the web for public access. • Establishes organizational responsibilities and processes to encourage and facilitate interagency coordination in providing cooperative support and backup. • Establishes a mechanism for coordinating, preparing, and maintaining plans, and for identifying areas and opportunities for interagency cooperative support and backup. • Establishes authoritative 24-hour points of contact for each OPC for initiation of emergency support and backup actions.

Cooperative Support and Backup • Procedural (listed within the AFWA Center Update): • NCEP - Storm Prediction Center/Aviation Weather Center Backup provided by 15 OWS (Scott AFB, IL) • AWC COOP at AFWA • Space Weather Prediction Center (bi-directional backup) Backup provided by 2 WS (Offutt AFB); new liaison at SPWC in April • NESDIS – Volcanic Ash Advisory Center (VAAC) Backup provided by 2 WS (Offutt AFB, NE) • Recent Events: • AFWA (Missouri River Flood 2011) -- Preparation for possible outage: • Three contingencies fully developed and tested • DoDA/N product routing for GTS insertion • Model data for AF Flight Planning • Alternate Web access for AFW-WEBS users • Remaining contingencies partially developed • Met 9 & MTSAT data for FNMOC • DMSP Data for NESDIS, NATICE, NGDC • Partial SCIF support for relocation offered by Navy Centers (AFWA currently pursuing internal AF options for SCIF COOP)

Cooperative Support and Backup • FNMOC Scheduled Power Outage (2010) • Multiple meeting to coordinate what could be done by other Centers and how to best recover once the outage was over -- examples: • FNMOC worked with NESDIS to setup the procedure to access the new data first and determine how/when to switch back to the standard settings. • FNMOC worked with AFWA to determine how much data to delete and which possible products to ingest. • Investigated NESDIS getting some of the WINDSAT data directly from NRL. • NAVO: • Post-Katrina (late Aug/early Sept 2005), shortly after the storm NOAA/NESDIS stood up limited SST production and provided the datasets to FNMOC until NAVO was back online. • NESDIS Critical Infrastructure Protection (CIP) ESPC back-up site Wallops Island, VA) • NCEP Supercomputer fire.

WG for Observational Data (WG/OD) • Identifies data and data sources of mutual interest • Facilitates the acquisition, processing, and exchange of observational data among the National Operational Processing Centers (OPCs) • Sub-groups • Satellite-centric data • Conventional data • Ocean data • Space weather data

JAG for Centralized Communications Management (CCM) • CCM addresses IT for sharing observations and model output between partners • New Systems: • NESDIS’ Product Distribution and Access (PDA) • NWS Ground Readiness Project (GRP) • NOAA Integrated Dissemination Project (IDP) • Requirements for • New, high volume data/observations • New, high volume model products • Reliable backup processing systems and networks for accessing them
