National Mental Health Reform • $2.2 billion investment • FaHCSIA will deliver 3 of the 18 Budget measures • Targeted Community Care Program expanded with $269.3 million over 5 years • $154 million to expand PHaMs with $50 million targeted to help people on DSP/Income Support engage with employment services

  3. Integrated Community Services • Range of programs and services achieving positive employment outcomes • Community supports around housing, finance, substance abuse, family breakdown, social inclusion etc • Holistic approach and integrated community services

  4. Personal Helpers and Mentors (PHaMs) • Strengths based, recovery approach • One-on-one support • Empowerment and building resistance • Coordinated and integrated service delivery • Individual Recovery Plans • Navigating the service system

  5. PHaMs Referral PathwayParticipants in PHaMs were referred from a range of community services. The major referral pathways for participants active in 2010–11 included:

  6. Mental Illness and employment • Positive mental health through employment • Increased social inclusion, self-esteem and social skills • Facilitates recovery • Capacity and desire for work • Barriers to engaging in work

  7. What is the PHaMs Employment Measure • Provide support for up to 1,200 income support or Disability Support Pension recipients • Greater focus on employment outcomes • Sustain recovery and build capacity • Assist people to manage their mental illness • Concurrent and complementary support

  8. PHaMs employment measure • Work closely with employment providers • Build on successful partnerships that increase employment outcomes • Local-level arrangements between mental health and employment providers • Holistic and complementary service
