  4. Proposition F The Eureka Fire Protection District (EFPD), the largest fire district in the St. Louis area, has a long history of saving lives and protecting property. Since its founding in 1944, EFPD has steadily increased the volume and quality of service it provides to it citizens and expanded its range of services

  5. Proposition F In 1944, Eureka started with one small fire truck after a major fire destroyed a large section of downtown. In 1970, a referendum was placed on the ballot and voters approved the creation of a tax supported fire district. In the 38 years since, EFPD has experienced significant growth in population, new construction permits, and emergency responses, while going to the voters onlytwice to ask for a bond issue.

  6. Proposition F Proposition F will allow the Fire District to secure a long range capital improvement program that will last for the next 12 to 20 years. The debt service levy to make payments on the current bond issue is 15 cents per $100 of assessed value on real and personal property. The request on the ballot in November is expected to result in no tax increase. In addition, these planned improvements could potentially decrease our insurance rating thereby reducing a homeowner’s insurance premium.

  7. Proposition F Proposition F, which stands for Future of the Eureka Fire Protection District, will provide EFPD the opportunity to raise $13 million through the sale of general obligation bonds over the next 12 years. These bonds will be secured through the assessed value of real estate and personal property taxes within EFPD, and should result in no tax increase over the current debt service levy

  8. Proposition F PLANNED CAPITAL IMPROVEMENTS The projects to be funded through the requested bond issue program are grouped into three categories of capital improvements: Facilities Apparatus Technology

  9. Proposition F Facilities: The EFPD has created a long range plan that will provide for cost effective and environmentally responsible renovations, additions, land acquisition, and new facilities through the lifetime of the bonds.

  10. Proposition F Apparatus: The EFPD has formulated an apparatus replacement program to continue the use of state of the art equipment that is economical, fuel efficient and safe.

  11. Proposition F Technology: This program will support technological advances that will continue to provide for current and future capabilities and levels of safety and service to your firefighters and our community.

  12. Proposition F MISSION The EFPD is committed to delivering the highest-quality fire protection, prevention, education and community service, as well as effective mitigation of fire, rescue, emergency medical and other hazardous situations, while remaining economically responsible to the community. To do that the EFPD must grow with its community. This is why EFPD’s board of directors has placed a bond issue request on the November 4, 2008 ballot. This project will help keep your fire protection district growing at a pace comparable with the area it serves.

  13. Proposition F Eureka Fire District is in need of this long range capital improvement program and your continued support so it can continue the award-winning tradition of service that you have come to expect. So on November 4, vote on Proposition F.
