LEGAL FRAMEWORK IN SPAIN • PASSENGER TRANSPORT • INITIAL QUALIFICATION from 11-10-2008 • - CONTINUOUS TRAINING: • • Holders of a driving licence the last number of which is 1 or 2 • prior to 10 -09– 2011 • • Holders of a driving licence the last number of which is 3 or 4 • prior to 10 -09 – 2012 • • Holders of a driving licence the last number of which is 5 or 6 • prior to 10 -09 – 2013 • • Holders of a driving licence the last number of which is 7 or 8 • prior to 10 -09 – 2014 • • Holders of a driving licence the last number of which is 9 or 0 • prior to 10 -09 - 2015 • FREIGHT TRANSPORT • 1 year later. • What is missing in the legal provisions: • More emphasis on the practical aspect and a clear separation between this training and the delivery of the driving licence • Integrating part of the professional drivers (LIGHT TRANSPORT) TCM UGT CyL POSITION VIS-A-VIS THE LEGAL FRAMEWORK:

PROPOSED MODEL • COURSE: Fuel-efficient and safe driving • OBJETIVE: Implementing the philosophy inherent in continuous training activities to be developed by the trainees with special emphasis on safety, fuel-efficiency and other factors • DEVELOPMENT: • Duration: a total of 14 hours: 3 hours dedicated to theoretical sessions and 11 hours dedicated to practical sessions • TOPICS • Configuration of vehicles • Active safety systems • Productive systems: kinematic chain • Engine and gear • Specific consumption patterns • Tyres: pressure and tread patterns and designs • Adjusting to the traffic flow • Adjusting to possible incidents (potential risks, uncertainties, etc.) • Techniques for a safe and productive driving - ETC.

  5. Practical sessions focus on the Directive provisions: • (5) Improving road and drivers’ safety, even during drivers’ operations other than driving. Modernizing the drivers’ profession. • (10) Promoting defensive driving – anticipating dangers, fostering a greater awareness of the other road users – while focusing on fuel-efficient driving. • Outcome: • Workers have acquired a necessary know-how while in most cases, they were not aware of its usefulness. • Urban transport safety has improved in Avila. • Fuel consumption has been substantially reduced, by some 5%. • Public service quality has been upgraded. • Pilot experiments aimed at: • Raising the companies’ and workers awareness of the importance and practical application of the described training. • Being able to present the experiment to other companies so that they could get involved after measuring its beneficial impact.
